Safety audit covering human, technical and organisational factors and risk prevention in continuous-flow arrangement of steelmaking plant

Objective

- From the pragmatic point of view, the aim is to diagnose, prevent and/or remedy safety problems resulting from the continuous-flow arrangement of the rolling mill. The research is basically directed towards action.

- From the theoretical point of view, the parallel aim of the study is to detect potential risk factors resulting from far-reaching technological change and to draw up guidelines for prevention.

The procedure consists of a cycle, with alternating diagnosis and action phases. It is thus possible to go from a restricted diagnosis and study of well-defined problems (accident black-spots recognised by the enterprise, in which the technical aspect is predominant and for which a quick solution can be found) to an extensive evaluation of safety in the rolling mill.

Preference has been given to an overall approach with active participation, in which research implies constant interaction with different departments, with informal exchanges leading to the appropriate direct action on site.

This method is also characterised by the use of multiple investigation means, some of which also help to put the participation process into practice. The means (quantitative and qualitative indicators, on-site observation, interviews, activity analysis, data media analysis, etc.) vary depending on the progress of the research and the investigations being pursued by the research workers.
