Studies of working procedures concerned with safety in cold-rolling mill finishing shops with the aim of reducing the hazards facing employees

Objective

By means of an improvement of the general technical conditions, together with further optimizing of personnel safety measures the dangers for the workforce in the plants examined in the cold-rolling mills. nos. 1 and 2 are to be reduced. As a result of this there should also be a reduction in the numbers of accidents at work.
1. With the exception of 2 technical measures

(Section GV TD-W - reeling
Section GV TD-KV - coil packing plant)

all recommendations of the analysis of the exposure to danger were carried out.

2. Concepts for the sections reeling, preparation line and coil packing plant GF TD-KV were worked out.

3. The personnel protective equipment, in this particular case gloves, is as follows:

a combination of Kevlar knitted glove and a very flexible leather glove;

in addition universal glove was made available for special working operations with less danger of injuries through cuts.

4. According to the statistics in the 4th quarter 1991 the accident frequency in the finishing bays sank after the measures were put into practice by 37 - 65% in comparison with the periods under review. In one section (GF TD-KW) not a single reportable accident was recorded in the 4th quarter 1991.
The accident situation in cold-rolling mills in the iron and steel industry is determined to a great extent by accidents in finishing bays and similar preparation lines.

In the overall accident situation injuries to hands and lower arms play an important part (e.g. cuts, bruises, contusions). In the areas referred to it has not as yet been possible to remove the danger (handling cold-rolled sheets) from the workers.

For this reason it is imperative to develop and implement extensive safety solutions for the areas of finishing bays and preparation lines as well. In addition it is also practical to aim for an improvement in articles for personal protection.

Starting with tempering trains, the intention is to examine the situation in the case of sheets and extra lattens up to the despatch of the finished products. The examinations will be carried out in the cold-rolling mills. nos. 1 and 2 belonging to Hoesch Stahl AG.
