Periodic Reporting for period 2 - GNSS.asia3 (LEVERAGING GNSS CAPACITY IN ASIA)

The GNSS.asia initiative has been supporting EU industry and driving EGNSS adoption in Asia since 2012. Being home to half of the world’s population and to major global GNSS-electronics manufacturers alike, Asia holds importance both as a GNSS market and as a supplier.

The European GNSS industry is often stuck in niche markets within the EU, as SME’s LACK THE IN-HOUSE RESOURCES to systematically address international markets. Larger companies STRUGGLE with exporting to Asia when a POLITICAL or INSTITUTIONAL DIMENSIONS come into play.

The Space Strategy for Europe explicitly highlighted the need to STRENGTHEN THE INDUSTRY’S COMPETITIVENESS, to intensify international cooperation, and to upgrade its capability to conduct ECONOMIC DIPLOMACY.

After five years GNSS.ASIA has established itself as A KEY PLAYER IN ASIAN GNSS ECO-SYSTEMS, as a credible broker for Multi-GNSS opportunities and as a PROFESSIONAL NETWORK FOR GNSS in the multi-GNSS hotspot Asia. The UNIQUE PLATFORM FOR SUPPORTING INTERNATIONAL COOPERATION in GNSS is a proven outreach tool for EGNSS with measurable successes to date. It serves a community of EU industrial partners, flags new trends, prepares the ground for EU institutions’ relations work in Asia and is also recognised as a trusted partner by Asian industry, institutions and associations.

Building upon these successes, GNSS.asia is now providing its services suite to the European industry and European institutions, to reflect the current priorities of EGNSS by:

- LEVERAGING INDUSTRIAL COOPERATION across continents,
- SUPPORTING INSTITUTIONAL RELATIONS and ECONOMIC DIPLOMACY ACTIVITIES
- DRIVE EGNSS ADOPTION IN ASIA.

The WELL ESTABLISHED AND HIGHLY COMMITTED TEAM of European and Asian professionals in India, China, Taiwan, Korea, Japan and South-East Asia thereby offers a series of services through its toolbox, including:

- ASIAN GNSS MARKET OBSERVATORY
- TALENT CULTIVATION ACTIVITIES
- INDUSTRY MATCHMAKING
- PROMOTION AT INDUSTRY EVENTS IN ASIA
- EGNSS AWARENESS
- GALILEO HACKATHONS OR RELATED EVENTS
A regular dialogue was maintained with 81 businesses from Asia and Europe, which were actively supported through specific matchmaking successes, adoption cases or substantial resources which were invested in market access support.

Concrete industrial cooperation cases include the organisation of a Galileo Mobility Night with a pitching session for three EU start-ups back-to-back with the ITS World Congress in Singapore; dedicated one-on-one market analysis and access support for EU SMEs in Japan and South-Korea. These activities delivered encouraging feedback from the companies involved. In terms of industry support cases, the majority of companies involved were European (45%), followed by Japan (19%), China and India (11% each), South Korea and Taiwan (7% each)

Key industry stakeholders were reached through a series of over 46 industry events (self-organised, co-organised or attended), with in total over 4000 visitors. Key highlights include the EU-Japan GNSS Week (20 participants); the Galileo Hackathon in Bangalore (81 participants); the “Europe meets India Roundtable” in Munich (50 participants); the “Galileo & Smart RTK Hackathon” in Bangkok (50 participants); the MGA Conference in Bangkok (150 participants); and the Galileo Mobility Night in Singapore (90 participants).

GNSS.asia maintained and expanded its database of over 405 contacts with GNSS stakeholders.

A regular dialogue was established with 25 GNSS institutions in Europe, India, Taiwan, China, South Korea, Japan, Thailand, Singapore and the United Nations Office for Outer Space Affairs. This served several objectives, including support to European GNSS institutions to establish or develop ties with counterparts in Asia; the use of Asian GNSS institutions as multipliers to promote EGNSS adoption and the identification of market opportunities in Asia for EU industry. The institutional relations saw a particular breakthrough in Japan, India, Thailand and South Korea. This reached a culminating point in Korea.

Regular briefings and updates on market and policy developments in Asia were provided to the European Commission and the European GNSS Agency.

GNSS.asia maintained and accelerated the use of its toolbox to drive EGNSS promotion in Asia, including its multi-language website, newsletter, social media accounts, a flyer, a booth for conferences and exhibitions with a separate wall on Galileo differentiators, and a redesigned PPT template (branded with Galileo satellites). These materials include GNSS.asia and EGNSS success stories, and were adapted depending on the audience to include Galileo status updates or specific differentiators. Press clippings promoting the project’s Galileo-related activities received coverage from Geoawesomeness, Inside GNSS and Geospatial World. GNSS.asia was mentioned as an example of EU-India cooperation on GNSS industry in an ESPI research paper.

EGNSS promotion in Asia took place through relevant industry events. In the second period of the project, GNSS.asia self-organised 8 events, had a booth or speaker presenting Galileo at 11 events and was present at in total 19 events to promote Galileo. The two Galileo Hackathons in Bangalore and Bangkok reached 131 participants. Speaking slots were facilitated for the European Commission and GSA at key industry events.

GNSS.asia maximised the use of its local contacts and institutions across Asia to act as multipliers to foster Galileo adoption, whereas country teams in Asia were available for industry enquiries and questions concerning the use and features of Galileo. A case in point was the enquiry by MediaTek (Taiwan) about the use of Galileo in handsets for emergency calls, which was coordinated by our team in Taiwan.

GSA outreach and initiatives, such as the latest GSA GNSS Market Report or calls for interest have been distributed. GNSS.asia proactively sought to translate the GSA GNSS Market Report 2019 to Chinese and Japanese and offered local publishers its support with fact-checks of any use of the market report as a source for their GNSS analyses. Both activities thereby strived to maximise Galileo promotion and visibility. The results of this activity are expected in 2020.
GNSS.asia succeeded to support 81 GNSS-related businesses in Europe and Asia in order to facilitate business partnerships, to raise EGNSS awareness and to enable market access to Asia. The project achieved 2 cases of EGNSS adoption, and used a variety of local organisations as multipliers for EGNSS promotion (of which two to six in each project country). In addition, GNSS.asia organised two Galileo Hackathons in Asia to foster EGNSS awareness and adoption in the Asia-Pacific, while it will enabled no less than three institutional relationships or even agreements between the EU and third countries in Asia.

In addition, GNSS.asia ensured a permanent presence of Galileo on the Asian market, while providing continuously updated and relevant market information covering China, Taiwan, India, South Korea, Japan, Australia and ASEAN to the European Commission and the European GNSS Agency.

In terms of outreach, GNSS.asia reached over 4000 visitors through events, exhibitions or presentations.

GNSS.asia will leverage its proven processes, lessons learned and outreach machine beyond GNSS.asia3 in function of the European GNSS industry, Galileo adoption and institutional relations with Asia.
