Periodic Reporting for period 3 - MEDEA (Mediterranean practitioners’ network capacity building for effective response to emerging security challenges)

The MEDEA network of practitioners (NoP) is a multi-discipline NoP, whose members form four thematic communities of practice (TCPs). These TCPs are focused on: Management of Migration Flows and Asylum seekers; Border management and surveillance; Fight against cross-border crime and terrorism; and, lastly, Natural Hazards and Technological Accidents. The Community-of-Practice model that MEDEA is using, facilitates knowledge as follows: In the vertical direction, the Academic part of the network with a number of planned actions will facilitate the dissemination and awareness of technological/security solutions to practitioners. At the same time, the NoP will promote the practitioners’ demand for capabilities to representatives of the research community using a demand-driven Mediterranean Security Research and Innovation Agenda (MSRIA). In the horizontal direction, the NoP promotes the fruitful exchange of expertise and best practices in problem solving, standardisation needs, and industrialisation of innovative approaches. The second reporting period has proven to be extremely fruitful for MEDEA both in terms of communications, workshops, and webinars held, and of work submitted. All TCPs have achieved considerable progress, as is demonstrated by the deliverables submitted. The project’s partners demonstrated how the described in the Grant Agreement methodologies assisted the consortium in identifying and documenting fifty five (55) capability gaps resulting in four Open Calls, aimed at linking the knowledge and experience acquired through constant interaction, to innovative solutions provided by the industry.
This period has developed to be exceedingly fruitful for the MEDEA consortium both in terms of cooperation and sustainability events, and of significant deliverables submitted in all Work Packages and across all TCPs. As per organisational as well as communicational aspects, the WP1 revised the Memorandum of Association and updated the interactive map that displays security stakeholders operating in the M&BS region. WP6 partners continued their outreaching and communication action so as to share project results while WP7 enhanced the impact of the project’s dissemination and communication engagement with external stakeholders. To that end, WP8 has successfully organised joint NOPs workshops to communicate the MEDEA capability gaps in a collaborative manner with other EU-funded projects, ensuring the project’s visibility and sustainability outlook.
All TCPs have achieved considerable progress. After four distinct Open Calls to stakeholders for solutions and ideas (one per TCP but all of them unified as per the date of their launching) were launched, the coordinator reviewed each submission carefully so as to make sure that all legal aspects were respected by the participants. Afterwards, four RDI days (one per TCP) were organized by the coordinator and the WP leaders, were participants to the Open Call, other entities, as well as guest experts were called to present their solutions and ideas. All open call submissions were evaluated jointly by all MEDEA practitioners, after the conclusion of all RDI Days. Although the evaluation per se was carried out by the project practitioners, present in the process were other projects partners (as observers), external observers and the project’s DELC to ensure that all steps were concluded as per the pertinent legal guidelines. The evaluation of the submissions led to the delivery of the two Proof-of-Concept demonstrations. The first proof-of-concept demonstration in October 2022 pertained to TCPs 1, 2, and 3 and was delivered in a 3-day event where the security capability proposals for TCP1, TCP2, and TCP3 were demonstrated to the audience. In the context of the joint PoC event, a Tabletop Exercise was organized, which was addressed exclusively to LEAs and concerned two different operational scenarios. In the second PoC demonstration event, again, presenters showcased their submitted and evaluated solutions to an audience comprised mainly of practitioners, in November 2022.

The open call submissions were evaluated jointly by all MEDEA practitioners. The outcome of the Open Call paved the way for the delivery of the Proof-of-concept demonstrations. The proof-of-concept demonstration was delivered in a 3 day event where the security capability proposals for TCP1, TCP2 and TCP3 were demonstrated.
Similarly, a RDI day for WP4 was organised, while the Open Call for solutions and ideas included TCP3 related capability gaps. In the context of the joint POC event, the TTX organized.
