The building sector plays a key role in the delivery of the European Union’s Europe 2020 goals for smart, sustainable and inclusive growth. It has a direct impact on the safety of workers and on the quality of life. The European and global challenge is that the productivity in the building industry is low. This has serious implications on the economy, health, environment and security for all people in the world as building sector is the biggest industry worldwide. The industry spends 40% of world's natural resources with 40% waste, and Government pays 40% or more through tax bills. This increase the carbon footprint and drains energy. Government can by collaboration change this negative development only by using their market power as the industry's largest customer. Society will get more affordable, safer and more sustainable buildings and infrastructure. Government will get more; they will get a digitization strategy for sustainable growth; they will be able to meet global climate agreements without unsocial and unpopular cuts and they will be able to fight black economy and organized crime that today is a a natural part of the low-tech industry.
The big challenge is to get Government to listen and to collaborate between themselves to solve the problem. It is not a industry problem; architects and contractors are paid to correct their own and others. If the bill goes to the private owner, he will raise the price to buyer or tenant and such way increase the cost level, If the bill goes to the public owner, it will increase the tax levels for public services. This is what makes productivity to stay low.
This project aims at providing a commercial solution to make the buidling sector more efficient. The solution is developed by Jotne together with key customers in the public sector covering hospitals, airports, universities, social housing, roads and rail. The technology is branded as Enterprise BIM (EBIM) and is a system for utilizing digital models for managing ownership of data in the entire lifecycle of buildings and to support the core business. Hospital's core business is to treat patients. They certainly need buildings as well as infrastructure for energy, transportation, etc, but any unnecessary construction or operational cosat of the building will reduce their ability to treat patients. The same for Airports, universities, oil refineries, etc.
Enterprise BIM is based on open data standards and one objective is to recommend to EU and affiliated member states to require use of CEN/ISO standards in all their construction activities, to work on improving them by making new requirements and to increase the funding of these standards.
Another objective is to make recommendations for applying Enterprise BIM as a tool for improving the building sector. This can be done relatively easy by implementing Enterprise BIM is a central system for all strategic

The SME1 project evaluated Jotnes EBIM server from a technical and functional feasibility, conducted market research and investigated any regulatory restrictions (IPR). We identified new customers. Furthermore, we looked into external benefits at the St, Olav’s Hospital and their ability to take out the benefit with the EBIM model server. The business plan has been reviewed and updated in the light of the finding from the feasibility study.
We have detailed reviewed the major commercial BIM solutions in the market (Dassault Systèmes, Autodesk, NEMETSCHEK GROUP etc.). Jotne is the only vendor in the market that implement open standards (STEP) 100%. Also, Jotne handle 1 terabyte data models. This implies that the solution is very scalable and suitable for bigger organizations (enterprise). All other BIM providers has a limit of 1GB data models and access to very few data sources. Jotne is the only that uses open data format and that provide full ownership to data. Current BIM solutions act as indirect competitors. SAP act like a direct competitor to the EBIM model server.
Jotne have freedom to operate (review of European Patenting Office) globally. The review of the EBIM service, or modules need to significant be increased to offer services in an efficient way to a larger marked. Jotne EBIM model can act as an enabler for a large number of new services for clients in the entire AEC/FM industry. In this respect new services for the facility management sector play an important and new role. The perspective is transformed from features in advanced technology to simple and user-friendly solutions for the end users in the AEC/FM industry. Jotne will then act as a provider of Software as a Service (SaaS). EBIM model server technology is an integrator of data from multiple sources and an enabler for a large range of services.

The impact of the technology needs to be better presented to the end-user to create higher demand for an improved way of working. Jotne needs to increase its market position to appear as the preferred partner and act as a hub for data integration.

The beneficiaries include the overall value chain of building sector, which is very important to the EU economy. The sector provides 18 million direct jobs and contributes to about 9% of the EU's GDP. Digitalization of building sector has significant economic impacts. It has been forecasted that the wider adoption of BIM will lead to 15–25% savings to the global infrastructure market by 2025. If the wider adoption of BIM across Europe would deliver even 10% savings to the building sector, it would mean 130 billion € savings (from the 1.3 trillion € market). In addition, environmental impacts include positive effect to the climate change and resource efficiency thus the EBIM Server supports significant objectives of the EU. Jotne EBIM server is currently the only commercially available technology that fulfil the technical and legal requirement for fully digitalization of the hole life cycle product data and can enable building sustainability, near zero buildings goal and reduction of CO2 emission.
