SOCIO-ECONOMIC IMPACT OF AFFORESTATION ON RURAL DEVELOPMENT

Objectif

The project will assess the economic, social and welfare implications of increased afforestation in less developed rural areas of Ireland and the U.K.
The object of the project was to assess economic, social and welfare implications of increased afforestation in less developed rural areas of Ireland and the United Kingdom. A survey, based on a questionnaire to landholders was completed, which sought to determine the attitude of farmers to afforestation and to explore the basis of this attitude. The data obtained is in the process of being analysed. Data of 37 forest characteristics have been collected using Northern Ireland data. Initial cluster analysis carried out on the data, allowed all forests of Northern Ireland to be clustered into 8 managerially meaningful groups. Such a classification was necessary in order to assess the strategic benefits of developing forest resources and well provide a basis for stratified random sampling. A survey of forest users was carried out in 3 regions. Use was made of both the travel cost method and the contingent valuation method in this survey. Analysis of the data collected in this survey has commenced. For rural Scotland, forestery related multiplier coefficients have been produced using the 1979 Scottish input output tables. A survey of timber processors in Scotland has been completed.
The potential for forestry to play an important role in rural development has been acknowledged. Forestry has also been identified as a means of improving the agricultural situation in regions with poor agricultural structure. Over the past decade the area under forest has increased considerably in both the U.K. and Ireland with much of this increase being due to private sector planting. With considerable Community interest and support being directed towards forestry it is likely that afforestation will expand even further. It is essential therefore, that the social and economic implications for rural areas (and the populations that live in them) of an increase in afforestation be identified and quantified. This will aid policy-makers draw up afforestation and rural development strategies in such a way as to maximise the benefits and minimise the negative aspects.

It is expected that the project will provide improved information on the impact of forestry on employment, output and incomes at local and regional level. It will also provide information on the social implications of conversion of land into woodland and forest production. The non-market benefits of forestry will also be quantified. A moel will be developed which will simulate the impact of forestry over time on rural economies. Finally, alternative afforestation strategies will be examined in terms o f their effect on rural development in less favoured regions.
