Objectif
Work is being done to examine the implementation of effectiveness of the structural directives and regulations of the common agricultural policy (CAP) in the case of Crete and Sardinia. The purpose is firstly, to determine obstacles to the implementation of the policies at various levels (national, regional, local, enterprise, administrative, institutional, social and personal); and secondly, to provide a method of monitoring implementation of the policies in the short and medium term, so that the European Communities (EC) and national authorities are able to intervene and take corrective measures in good time.
A comparison has been made of the island economies of Crete and Sardinia, highlighting similarities and differences. This provides basic material for evaluating applied policies. A common questionnaire, comprising 98 questions, was agreed to survey farms and households on each island and the field research was carried out in July and August 1992. Prior to this, public meetings were held in Heraklion (Crete) and Cagliari (Sardinia) to inform the public of the project and survey.
The project examines the implementation and effectiveness of the structural dimension of the CAP in the case of Crete (Greece) and Sardinia (Italy) with the purpose of : (a) finding out the points of "resistance" (national, regional, local level, level of the enterprise, social, personal, institutional, administrative "bottlenecks") against the structural policies; (b) providing a method (instrument) for monitoring the implementation of policies in the short and medium run for the authorities (EC or national) to be able to intervene and take "corrective measures" in good time.
Anticipated results :
- comparative evaluation of the effectiveness of the structural component of the CAP in the two regions,
- identification of the inter-regional disparities in the implementation of the structural component of the CAP,
- identification of the intra-regional disparities between the actual and the intended performance of the structural dimension of the CAP,
- socio-economic and administrative reasons for the inter- and intra-regional disparities,
- elaboration of a methodology for the evaluation of the implementation of the CAP policies in the short and medium term.
Methodologically the project is based on a field research of 800 households/farms to be carried out in each island on the basis of a questionnaire.
