Strengthening partnership programmes in Europe

Periodic Reporting for period 2 - ERA-LEARN (Strengthening partnership programmes in Europe)

The ERA-LEARN consortium builds on and exploits the experiences of the predecessor projects since the consortium
partners were involved in all of these initiatives. ERA-LEARN will:
- focus on increasing the impact of P2Ps and collecting evidence of impacts achieved;
- use a more thematic approach in tackling the challenges identified in P2Ps;
- more closely interact with the P2P community and become more ‘attractive’ while also meeting the needs of P2Ps;
- generate added value for joint programming in Europe going far beyond the state of the art
- realise a common approach to the planning and implementation of joint activities and aligned national and/or regional activities, their monitoring and impact assessment.

It will result in:
- mutual learning and better cooperation practices, enhanced efficiency and effectiveness of the P2P activities, and overcoming of potential barriers and obstacles;
- important indicators on the impacts of P2Ps made available;
- improved alignment of national research policies;
- common tools and approaches, developed by the P2P community, with a view to generate economies of scales;
- sharing of data on transnational projects resulting from the different P2Ps;
- benchmarking opportunities as a result of sharing of data;
- better communication of P2Ps towards their target communities.

Means and instruments to increase impact:
- the ERA-LEARN toolbox and web-based opportunities to share experiences and good practices
- provision of data on P2P networks as well as on transnational projects resulting from different P2Ps;
- continuation of the systematic process for monitoring and impact assessment of P2P networks, including their impacts at the policy, programme and RTD project levels;
- involvement of the entire P2P community by providing space for exchange at thematic level as well as via dedicated workshops, trainings and conferences.
The following main results towards the project objectives were reached in the reporting period:
• Advisory Board was appointed and meetings held;
• development of a framework for regular and systematic interaction with the P2P community;
• close cooperation with specific P2P groups e.g. with the GPC concerning the GPC study on "Openness and transparency" or the GPC study on "Impact of Joint programming on national level";
• 1 synthesis report and 5 discussion papers on the thematic coverage of current partnerships in relation to the clusters under Horizon Europe;
• report “Synergies between European R&I partnerships and European Structural and Investment Funds (ESIF): Good practice catalogue of synergies adopted in Horizon 2020”;
• updated policy brief on Synergies between R&I partnerships & European Structural and Investment Funds (ESIF)
• survey and report on Inclusiveness in European R&I Partnerships;
• policy brief on modalities and good practices for international cooperation in European Partnerships
• annual reports on identified needs of P2Ps and approaches to encounter them;
• annual reports on P2Ps 2018, 2019, 2020 published;
• ERA-LEARN / GPC analysis of the impact of JPP and JPIs at the national level
• R&I Partnership Evaluation (RIPE)-Toolkit for use by anyone interested in learning how to apply a complete methodology for monitoring and evaluation of transnational partnerships in R&I;
• country reports on P2P performance in Poland, Austria, Spain, Belgium, Finland, Norway published;
• policy brief on impacts from three bio-economy partnerships
• additional web-pages on European Joint Programmes published on the ERA-LEARN web portal;
• additional web-pages on the transition to European Partnerships under Horizon Europe published on ERA-LEARN web portal;
• online guidebook “How to design the key elements of the SRIA development process?”
• 2 physical training workshops and 1 webinar on 'Implementing ERA-NET Cofund', including impact assessment;
• webinar “Final Reporting ERA-NET Cofund”, 6 Oct 2020

ERA-LEARN is a support platform for the Public-Public-Partnerships (P2P) community. Beside preparing helpful tools like R&I Partnership Evaluation (RIPE) Toolkit, ERA-LEARN operates a unique database of P2P networks, their calls and funded projects and provides studies and analyses on thematic clustering, internationalisation, alignment and much more. ERA-LEARN is also the major source for information concerning European Partnerships under Horizon Europe (https://www.era-learn.eu/partnerships-in-a-nutshell/european-partnerships) and assists in bridging the gap between Horizon 2020 and Horizon Europe.
