Governance model and statutes for the platform

This report will detail a draft governance scheme for the platform, taking into account the results of task 3.1. The governance scheme will include the decision-making mechanisms for co-programming, updating of strategic documents (including the SRIA), and joint funding priorities, as well as expressions of needs and interests by all stakeholders (collected via WP4).The selected governance scheme (including organisational model and statutes) will be approved by POs at the third workshop (WP4). This deliverable is linked to Task 3.2.

Final Advisory Board recommendations for the future platform

This report will detail final Advisory Board recommendations for the future platform, building on all the interactions throughout the project. This deliverable is linked to Task 6.2.

Overview report on definition and concept of the Circular Economy in a European Perspective

Establishing a benchmark and a common understanding of the definition and concept of Circular Economy in Europe. This deliverable is linked to Task 1.1.

Framework for a circular economy strategic planning

This framework will consist of a multi-dimensional analysis of circular economy including a definition of relevant KPIs to measure the effectiveness of CE programmes. This deliverable is linked to Task 1.3.

Lessons learned and recommendations for future coordinated implementation

Report on publication and distribution of the SRIA

This report will detail the efforts and results of the publishing and distribution of the SRIA according to quantitative indicators and targets. This deliverable is linked to Task 5.1.

Benchmark of governance and financing models of European clusters and platforms

This report will examine existing governance and financing models of European clusters and platforms which will help shape and determine the new programme owner platform set up. This deliverable is linked to Task 3.2.

Implementation Plan 2021-2022

This report will detail a short term (2-year) implementation plan (2021-2022) including topics, funding levels and funding modes. This deliverable is linked to Task 3.4.

Business model options and financial plan for the platform

This report will detail financing options for the future platform working in close interaction with POs. We will look at a blended/collaborative financing model based on strategic inputs from POs. This deliverable is linked to Task 3.2.

MOOC for programme owners

This report will introduce a “Massive Open Online Course” (MOOC) based on the capacity-building agenda and policy toolkit, targeting policy-makers and programme owners, ready to roll out after the project, under the umbrella of the future platform. This deliverable is linked to Task 3.3.

Strategic design of the platform

This report will describe and design the strategic role and key value proposition of the future platform in the existing landscape. The specific Value Proposition Design methodology will be applied to assess adoption drivers and key factors of success, as well as services to be delivered by the platform. This deliverable is linked to Task 3.1.

Functional specifications of multi-stakeholder portal

This report will contain user specifications and the required functions and design for the portal to match personalised user requirements. This deliverable is linked to Task 5.2.

Guidance on methodology for constant update

The SRIA will be a living document - this report establishes the methodology to be used for updates. This deliverable is linked to Task 2.2.

Proceedings of CICERONE final conference, inl. Declaration of Intent by POs

This report will contain the proceedings of the CICERONE final conference, as well as steps taken and results for securing declarations of intent by POs. This deliverable is linked to Task 5.1.

Dissemination and communication strategy

This document will outline the detailed communication strategy and action plan, as well as the strategy for dissemination. This deliverable is linked to Task 5.1.

Report on experiences with the implementation of Circular Economy outside Europe

This report describes the state of the art outside Europe, in industrial and developing countries and trends in CE technology and business field developments by sector in overseas areas where EU industrial sectors are challenged (e.g. scrap smelters and producers of intermediate products). This deliverable is linked to Task 1.2.

Intermediate Advisory Board recommendations for the future platform

This report will detail intermediate Advisory Board recommendations for the future platform and provide analysis as to the viability for implementation. This deliverable is linked to Task 6.2.

Policy Toolkit and Roadmap

This report will be a short and concise high level document drafted for policymakers, developed to provide recommendations on how to design the stepwise development of European programming and funding of R&I. This deliverable is linked to Task 3.3.

Final report on online consultation

This report will contain the results of pursuing stakeholder dialogue between the workshops and attempting to reach a widescale multilingual consultation by using the digital collective intelligence platform (Assembl). This deliverable is linked to Task 4.3.

Analysis of the impacts of COVID-19 to circular economy research and innovation programming and funding

The Circular Economy Strategic Research and Innovation Agenda (SRIA) is a key deliverable of the CICERONE project, acting as a reference document for European, national, regional and local programme owners on funding priorities. However, following the COVID-19 outbreak, Europe’s economy will incur major changes: while the crisis is still unfolding and its full long-term impacts are unknown, it is nevertheless expected to significantly affect the priorities and strategies of European programme owners (PO), including topics related to sustainable development and circular economy. This deliverable aims to identify the impacts, both short and long term, and act as a guiding document on how to implement the SRIA in a post-pandemic context, ensuring its relevance for programme owners. The main result of this deliverable will be an improved and refined understanding of the impacts of COVID-19 on circular economy R&I programming in the EU, and an addendum to the SRIA that reflects and aligns with changes in relevant priorities and strategies.

Report on survey of programme owners

The survey will address several topics to feed the work in WPs 1 to 3, in particular: ▪ Priority areas in CE R&I ▪ Current organisation of CE R&I funding ▪ Expression of interest and possible requirements for the future platform The survey relies on the participation of all project partners by soliciting national and regional POs in their respective countries. This deliverable is linked to Task 4.1.

Report on current state of the art & understanding of the Circular Economy

This report compiles and analyses the status quo regarding the emergence of circular economy and affiliated strategies and policy making in a European Union context. Importantly it assesses how CE is being implemented at regional level, notably via the RIS3 strategy and Structural Funds. This deliverable is linked to Task 1.1.

Institutional capacity-building strategic agenda

This report will detail in actions for institutional capacity-building, exploring of the gaps and improvement pathways in the organisation of CE R&I funding by public authorities, using the benchmark (WP1) and the PO survey (WP4). This deliverable is linked to Task 3.3.

SRIA

This report is intended as a SRIA for CE with special regard to the definition of joint funding programmes to allow best efficiency of investments, avoid duplication of initiatives and strengthen R&I funding programmes across the EU. It will be a living document, adjusting to the present context, taking into consideration that the development within the area of CE is rapidly moving. This deliverable is linked to Task 2.1.

Report on ex ante impact assessment

The objective of this report is to understand potential future impacts of the SRIA on the economy and environment up to 2050. The KPIs defined in T1.3 will be used to run a scenario analysis that will result in defining the future impacts of the SRIA. This deliverable is linked to Task 2.2.

Online engagement and cascading plan

This report will detail the strategy for engaging contributors in the online colletive intelligence phase. 3 concentric circles of contributors will be identified (“cascading plan”): 1. Core community 2.Clusters of stakeholders 3. Final contributors (all stakeholder communities) This deliverable is linked to Task 4.1.

Synthesis report on performance and coverage assessment of existing CE R&I programs

An overview report that determines effectiveness and gaps of existing EU, national and regional CE R&I programmes with a particular focus on SMEs. This deliverable is linked to Task 1.4.

Final report on stakeholder engagement

This report will serve as a summary of actions related to the online consultation, lessons learned and potential improvements to the process.

Stakeholder engagement action plan

This report will define a strategy and action plan to engage with communities of stakeholders. This deliverable is linked to Task 4.1.

Collective intelligence platform for online consultation

This demonstrator covers the setup and maintenance of the collective intelligence platform. The platform will be used to harvest stakeholder inputs by organizing and structuring content in a dynamic way in order to facilitate all threads of discussions. This deliverable is linked to Task 4.3.

CICERONE project website

This demonstrator covers project website setup, hosting and technical maintenance. This deliverable is linked to Task 5.1.

Multi-stakeholder portal

This demonstrator covers the setup of a permanent online portal to support the future platform after the project. This deliverable is linked to Task 5.2.

Data Management Plan

This document will describe the data management life cycle for the data to be collected, processed and/or generated by CICERONE. It will include information on the handling of research data during and after the end of the project, data collected, processed and/or generated, methodology and standards to be applied data sharing/open access, and how data will be curated and preserved (including after the end of the project). This deliverable is linked to Task 6.1.
