Descripción del proyecto DEENESFRITPL Los bloques de apartamentos de la posguerra van a recibir un impulso energético Los edificios de viviendas plurifamiliares construidos en Europa después de la Segunda Guerra Mundial tienen un rendimiento limitado en materia de ahorro energético. Esto se debe al bajo nivel de inversiones, a la dificultad para acceder a préstamos y a la falta de políticas concretas. Es un problema grave en el sur de Europa, ya que se requieren inversiones a largo plazo. El proyecto AGREE, financiado con fondos europeos, se basa en un consorcio establecido por el gobierno vasco que tiene por objeto fomentar las inversiones en eficacia energética en edificios de apartamentos plurifamiliares. Se investigarán formas de garantizar una modernización energética rentable mediante la financiación de propuestas a través de un «fondo de retroadaptación» y la participación de una amplia gama de partes interesadas. El proyecto preparará tres ejemplos piloto para la modernización de edificios construidos entre 1940 y 1980.
