Smart Cultural Tourism as a Driver of Sustainable Development of European Regions

Through an extensive interdisciplinary meta literature review, various conceptualizations, frameworks and definitions of cultural heritage tourism and cultural tourism destinations will be studied. A summarizing report will outline the final theoretical framework based on these findings and adapted to geographic scales (urban, rural, regional).

A specific and targeted awareness activity will be aimed at professionals and stakeholders from the tourism and cultural sectors with the aim to promote the tools that are developed within the SmartCulTour project in terms of their usability relevance and performance

The detailed publicly available report will focus on cultural tourism interventions that were identified via expert opinion and desk research The report will categorize types of cultural tourism interventions which are interpreted in the widest sense including policies strategies actions collaborations and others with specific focus on impacts and contextual success conditions This report can also be used as a white paper for policymakers

The report will identify relationships between cultural tourism development and destination sustainability andor resilience indicators taking into account the respective development stage of the destinations through an application of the tourismarea life cycle model via a rigorous application of advanced quantitative methods This will result in a comprehensive SustainabilityResilienceTALC framework of indicators

As part of the wider SmartCulTour Toolkit a strategic roadmap will be developed to assist cultural tourism destinations in identifying potential strategies for learning from best practices and interventions and scaling up regional experiments for their own regional development

The SmartCulTour Platform Use Cases will provide various practical examples of how selected data of the decisionsupport system can be visualized interpreted and used to solve or better understand very specific cultural tourism problems and opportunities It will help the end user in adopting the Platform according to their needs and can provide a visual understanding of the power of data to support analysis and strategic decisionmaking

The SmartCulTour Toolkit will be designed to assist regions in differentiating between possible interventions and allow for guided choices based on desirability of outcomes and impacts The Toolkit will specifically consist of a storytelling tool general policy recommendations and the SRT framework

Based on desk research the publicly available report will identify the most relevant indicators for measuring and understanding earlier defined theoretical concepts specifically cultural tourism cultural tourism assets and products impacts cultural tourism destinations sustainability and resilience

A final updated version of D31 is foreseen in order to include best practices from the living labs interventions within the report on the overview of potential cultural tourism interventions in Europe The deliverable will take the form of a public report that will be accessible for policymakers and the general public

For each lab a final assessment report of the findings on the respective interventions their impact in terms of sustainable cultural tourism development and the critical contextual factors will be written which will then be consolidated in a main public report that summarizes the experiences and findings of the six labs and can serve as a white paper for policymakers

In order for efficient guided use of the SmartCulTour Toolkit a publicly available report will focus on developing training aids for implementations This will allow for a broader dissemination of the Toolkit among cultural tourism destinations

Following on the two work packages most directly involved with data collection generation and analysis ie WP4 and WP5 the underlying data behind the decisionsupport system as well as any additional data used for scientific publication ie the metadata will be maximally made available to the larger public Further primary data collection after month 20 will furthermore feed back into the open data platform that is set up here

Based on the earlier prototype and following a rigorous testing phase the SmartCulTour platform will be made publicly available with a rich dataset of cultural tourism indicators

The conference will primarily target policymakers and stakeholders and serve as a platform to discuss major challenges and objectives for cultural tourism development and introduce the SmartCulTour tools to the key target audience.

Based on the SRT framework for impact evaluation and the identification of stateofthe art intervention benchmarks selected interventions will be tested in the living labs and evaluated These practices and their outcomes will be documented in abstracts and videos for public dissemination
