IMPROVEMENT OF THE LANDFILLS IN THE VITERBO PROVINCE. METHODS FOR THE LOCATION OF CONTAMINATED SITES THROUGH FOTOINTERPRETATION AND DEFINITION OF INNOVATIVE SYSTEMS FOR THE REHABILITATION OF AREAS WHERE UNCONTROLLED DUMPING HAS TAKEN PLACE

Objectif

The project is to develop and demonstrate the use of photo-interpretation techniques whose definition is made on the basis of census-taking in the province of Viterbo, of areas contaminated by the illegal dumping of municipal, special, and hazardous waste. After localizing these areas, standard photo-interpretation parameters are identified. The parameters are cross-checked by ground inspection. Finally, an overall census is taken by photo-interpretation on the territory of the Viterbo province. For the cleaning of these areas, adequate systems are studied and listed in terms of environmental consequences.
The practicality of identification of waste dumps using aerial photographs, and the classification of the risk caused by the respective dumps were investigated. The Viterbo province was used as the test region to be studied.

Using stereoscopic inspection of simple black and white 1:25000 aerial photographs of the province, the main characteristics of dump appearance could be well identified, the major part of the dumps being located in well hidden areas and at a distance from well used roads. The very simple procedure applied makes it feasible for public administrations to carry out periodical controls of these dumps with very inexpensive means and at low personnel cost; field visits will be necessary only in the case of highly ambiguous situations. On the other hand, it turned out clearly that at the present stage of automatic image processing, automatization has no economical chance, yet, leaving aside its technical viability.

An original method of risk classification and ranking has been developed. The solution found is a valuable contribution to the further development of hazardous site ranking systems, providing a manageable solution to the problem.
For the identification and classification of dump sites, the Commission of the European Communities has granted assistance, within its ACE 89 programme on clean technology demonstration projects, to the Rome-based CASTALIA S.p.A. The project was performed in the period of April, 1991, through June, 1992.

The project basically consisted of two parts, namely the identification of dumps using aerial photographs, and the classification of the risk caused by the respective dumps. The Viterbo province was used as the test region to be studied.
