Mediterranean environmental technical assistance program II 1994 indicative program

Objectif

The principal strategic goals of METAP II are to act as a catalyst for environmental investment and to strengthen national efforts and regional cooperation to reduce and reverse the degradation of the Mediterranean environment. Success can be measured through implementation of environmental projects, adoption of sound environmental policies and strengthened capacity for environmental management in the Mediterranean Basin.

METAP II provides assistance to Mediterranean countries in designing environmental projects, strengthening environmental management capacity, establishing environmentally sound policies, and mobilizing resources to finance environmental investment in the region. Priority thematic areas which are addressed by METAP include: integrated water resource management; solid and hazardous waste management; marine oil and chemical pollution prevention and control; and coastal zone management. In this context, METAP II activities particularly focus on issues of water, urban environmental management and national capacity building in response to the urgent need for action in these areas. The METAP II-1994 Indicative Program includes 28 activities that reflect these thematic priorities and environmental priorities within each country. The indicative program includes activities aimed at prevention and reduction of municipal and industrial waste, the efficient use and reuse of water and wastewater, and coastal land-use planning activities are emphasized. Targeted marine and beach pollution control activities are also included in the indicative program in keeping with the high economic and ecological value of these resources. Ecologically sensitive areas are addressed through the preparation of natural resource management plans. Completing strategic work at the national level (national environmental strategies), supporting stronger policy analysis, and initiating management and planning capacity at the local/municipal level are also priorities in the METAP II-1994 Indicative Program. METAP's networks have proven to be effective instruments for the identification and development of national and regional training needs and technical cooperation and will continue to be guided and supported as they mature and move towards autonomy.
