TWINNING TOWARDS ADVANCED ANALYTICAL STRATEGIES FOR CAPACITY BUILDING AND INNOVATION FOR THE TUNISIAN ECONOMY: APPLICATION TO THREE INDUSTRIAL KEY SECTORS IN TUNISIA

Periodic Reporting for period 1 - TUNTWIN (TWINNING TOWARDS ADVANCED ANALYTICAL STRATEGIES FOR CAPACITY BUILDING AND INNOVATION FOR THE TUNISIAN ECONOMY: APPLICATION TO THREE INDUSTRIAL KEY SECTORS IN TUNISIA)

TUNTWIN aims to strengthen INRAP's research excellence and knowledge transfer in mass spectrometry applied to the environment, food and health sectors. These sectors have important economic benefits and are relevant for the development of the economy and legislation of the EU and Tunisia. The project focuses on consolidating an official Project Management Office (PMO) capable of overseeing the engineering of the projects.
TUNTWIN's goal to create an environment for transnational cooperation and develop a sustainable framework for capacity building in research.

The strengthening of INRAP staff is developed by EU partners experts in the field of mass spectrometry, Synchrotron, administrative and financial management of projects, through a series of events that have already been successfully organized for the pariod : M1 to M15:
- Project KOM (March 3 and 4, 2021),
- 2 Awareness visits to 2 primary schools : (28 May and 04 June 2021)
- Open Day : OP (28 September 2021),
- Researcher's night : RN (6 October 2021)
- Stakeholder's event : SE (15 November 2021)
- EW 1 : (16-18 November 2021)
- MOOCS : (14 december 2021)
- MB and BT Meeting (March 18, 2022)
- Summer School 1: SS 1 (21-25 March 2022).
The main priorities, of TUNTWIN are to establish links with public authorities, stakeholders, the scientific community.
Actions completed:
- Establish effective communication between consortium members (emails, regular meetings (RM) and videoconferences),
- Communicate precise and concise information on the results obtained (KOM, SE, EW)
- To sensitize a selection of potential decision makers and main beneficiaries who can benefit from this knowledge (KOM, SE, OD) events, joint research works (IPREM, INRAP, GCT),
- Develop promotional activities to share knowledge, results and lessons learned from the project (SS1, SE, OD, EW1),
- Linking other international research institutions to benefit from knowledge transfer (SS1, SE, OD, EW1)
- Sustainability of the TUNTWIN project for continued cooperation (SE, POLYAM, IRP, LMI)

The coordinator ensured a permanent contact with all consortium members (regular correspondence,RM: remotely/face-to-face or in hybrid):
- March 3 and 4, 2021 in remote at INRAP/Tunisia
- June 14, 2021 in Tunis (remotly),
- November 14, 2021 in face-to-face with all partners ,
- March 18, 2022 at IPREM/Pau, (France).

In addition, several contacts (phone call, face to face) and meetings with the Scientific and University Cooperation Attaché of France in Tunisia took place :
- To help and support Tunisian colleagues in their visa formalities,
- To provide additional support to ESR's mobilities,
- Provide logistical support (EW2 at IFT).

To ensure a complete and real time follow-up of all the tasks and actions(administrative and financial management), weekly meetings were organized with the :
- Financial Administratif Manager
- INRAP Leagal Financial Officer
- ICM
- TUNTWIN Project Officer

The MB is the executive body of the consortium, the main points discussed and recommandations (18 mars 2021-Pau):

- Complete proposal submitted to the ALBA/CELL community in Barcelona for access to the Synchrotron (SS 2),
- Planning of future events over the next 6 months,
- Visit and contact with the Tunisian consul in Lyon (TUNTWIN promotion). Planning of a radio session on the national airwaves of LYON,
- Participation of the Consul of Tunisia in the opening of the SC1,
- Completion of the experimental work of the PHD student Mrs. Emna NASR, a thesis in cotutelle IPREM/INRAP. The defense is scheduled for April 7, 2022,
- Preparation of a participant selection form for the workshop on the "Synchrotron" (M21) and for SS 2 on "Synchrotron" (M25),
- Contact with the Spanish Embassy,
- Prepare a detailed program to consolidate the training of the PMO staff,

For the scientific follow-up of the research works carried out, several meetings were held with partners (co-supervision of three PHD students in cotutelle IPREM/INRAP) :
- To discuss the students' research and results,
- To plan the next step.

24 deliverables have been defined in the TUNTWIN work description.
Two types of deliverables were categorized in terms of their importance in the QA level:
- Important Deliverable (QA1),
- Regular and Operational Deliverables (QA2).

For the INRAP's PMO strengthening (WP3, with the support of UAB)
- Structuring of the former PMO of INRAP into three units:
- Technology transfer,
- Information and Promotion,
- National and international cooperation,
- Establishment of a new program to consolidate the PMOs of INRAP.

• Three high-level scientific publications have already been published and a co-supervised thesis IPREM/INTRAP was defended (7 Avril 2022).
From the economic side, the TUNTWIN start to focus at first on the development of the environmental, food and health sectors. To strengthen this action three topics were selected with today’s direct concern with the industrial sector:
- Food traceability: olive oil origin determination,
- Environmental domain: indirect contamination of local ecosystems through phosphate exploitation,
- Health sector: to get aligned with international standards for drug production.

INRAP have the duty to transmit the attained knowledge to stakeholders, higher education institutions, universities, food industries, and pharmaceutical manufacturing:
- To prevent food fraud (import/export) and even for local uptake through isotopic analysis and elemental fingerprinting methods,
- To promote the competitiveness of the medical and pharmaceutical sectors in Tunisia and integrate new export markets of pharmaceutical products (analyses according to the international quality standard (ICH Q3D)) for the quality control,
- To explore the synchrotron beam techniques in the domains of environment.

After 15 months since the launch of the project, 8 PhD students have been involved in the TUNTWIN project working on topics related to the development of the environment, food and health sectors. One thesis has already been defended and the other students are progressing very well. Three high-level scientific publications have already been published and others are in progress. A pharmacy student is also preparing his master's degree thanks to INRAP's new involvement in pharmaceutical research and analysis.

The organization of the SE was a good opportunity:
- to raise the awareness of industrials (opportunities offered to them),
- to raise the awareness of decision-makers the need for a state-of-the-art analytical platform (to meet the challenges to be raised within the project).

A solid program of restructuring of INRAP's PMO and strengthening of its capacities has been established with the help and support of our partner UAB. A well-targeted and precise training program has been established and will be applied during the second phase of the project (M15-M36).

Projects awarded:
- MOBIDOC (2022-2024): involving a post-Doc and an industrial partner from the pharmaceutical sector (PHARMAGHREB) : analyses of EI according to the ICHQ3D standard,
- POLYAM (2018-2021) granted by Tunisian Research Ministry, (INRAP, CNRS: ISA/Lyon)
- NARES (2022-2026) granted by CNRS (INRAP, CNRS: ISA, IMP),
- LMI BIOTEC-H2 (2021-2025),
- LMI COSYS- MED (2019-2023).

Projects submitted: two PRIMA projects, in which INRAP is a partner, have been submitted pending the second phase.
