The International Energy Agency’s Action for Clean Energy Transitions in Emerging Economies (CETEE) was intended to assist a select number of emerging economies to implement actions to fulfil global clean energy and climate targets in line with the Paris agreement.
The CETEE Action focused on major emerging economies including Brazil, China, India and Indonesia, and the respective regions that they are situated in. During 2021, the scope of some activities was extended to Africa. Moreover, the CETEE Action included regional and global scope analysis, which has significant implications for emerging economies.
As the Action aimed for real world impact, buy-in from local governments and stakeholders was key for its success. As much as possible, detailed activities were discussed and agreed up-front with target countries, which enabled the IEA to respond to government priorities within the overall objectives of clean energy transitions in emerging economies.
Overall, the CETEE Action successfully achieved its objectives, notably including:
- creating more effective knowledge and information sharing and create capacity to enable stronger policy action and alignment of investment flows, including via country-specific reviews of policies, supported by scenario modelling where relevant;
- strengthening international energy and climate plans in a way that complements existing initiatives, supporting multilateral efforts, increasing collaboration between experts across priority countries and sharing relevant global expertise;
- encouraging innovation for the promotion of clean energy technologies and related investments; and
- enhancing and building upon an existing analytically rigorous evidence base for policy action, via statistics, indicators, and improved capabilities for data analysis.
