Assessment report of potentials for RES community energy in the target regions

The report summarizes the findings of Task 2.1. It provides rough assessments of the potentials for RES based community energy in the COME RES target regions. These assessments rely on a common methodology and take into consideration the specific climate, energy, technological and socio-economic conditions.

Comparative assessment of enabling frameworks for RECs and support scheme designs

The report assesses enabling frameworks for renewable energy communities being developed in the COME RES countries pursuant to RED II It refers to policy and legal documents including the NECPs The report also analyses to what extent COME RES partner countries and other EU MS take the specificities of RECs into account when designing support schemes It will identify novelpromising policies and measures

4 Best practice transfer roadmaps for learning regions

This deliverable will encompass 4 Best practice transfer roadmaps for the corresponding learning regions The roadmaps define actions and necessary legal governance and policy changes required to successfully accommodate the transfer case in the learning regions after the project lifetime of COME RES

2 Flyers and poster

A general project flyer will be created together with a general poster. Both deliverables will be updated in M20.

Final policy report and recommendations

The deliverable compiles the main countryspecific and crosscountry policy lessons and recommendations of the project It will address politicians policy makers policy advisory organisations at various governance levels as well as community energy stakeholders across Europe The deliverable will also consider the outcomes of the stakeholder dialogues consultations and policy labs including viewpoints of communities and other market actors engaged in the country desks Furthermore it will consider the policy lessons derived from the best practice cases and transfer activities

Final portfolio of 4 factsheets in English and 9 project languages

The deliverable will compile four factsheets which will be developed based on the results in WPs 2 4 5 and 6 The factsheets will be released in M12 M18 M24 and M28 and created with the support of the respective WP leads

Summary of European policy roundtable and policy session during EUSEW 2022

The deliverable will summarize key findings of a European Policy Roundtable which shall be organised preferably as a side event during the European Sustainable Energy Week in Brussels 2022 The roundtable aims to enhance the policy dialogue focusing on the transposition and implementation of RED II particularly with regards to the new enabling frameworks for RECs in the COME RES partner countries and other EU MS The roundtable will be accompanied by a dedicated policy session in the frame of the EUSEW Policy Conference 2022 crossfertilising with relevant sister projects

Synthesis report of case-studies on drivers and barriers in 5 selected target regions

The report provides a synthesis of selected cases studies which analyse drivers and barriers for the establishment of renewable energy communities in 5 selected target regions It takes into account the regional environmental legal and social contexts A preselection of target regions has been made for countries with particularly low deployment rates Norway Poland Latvia Portugal Spain with focus on islands

Assessment report on technical, legal, institutional and policy conditions

The assessment report compiles the national summary reports elaborated for each partner country. The report is based on a systematic assessment of the starting conditions for RES community energy across the COME RES target regions, including technical, institutional, legal and policy conditions. Besides the consideration of the NECPs, the analysis includes an assessment of the legal frameworks for RECs being developed in the COME RES countries as required by RED II.

First consolidated summary report of desk activities in the target regions

The report summarizes and documents the major activities of the eight country desks implemented duringt the first half of the project lifetime including the regular country desk meeting thematic workshops and where applicable policy labs

Sustainability scorecard including guidance for RECs

The deliverable provides a selfassessment tool for new and existing RECs The sustainability scorecard enables RECs to assess the environmental economic and social implications of their activity in relation to concerned shareholders and the members of the local community The development of the scorecard will take into account relevant corporate sustainability reporting initiatives like eg Common Good Balance Sheets which have been already applied in practice by community wind farms in Germany The scorecard will be accompanied by practical guidance addressing RECs on how to use the tool

Renewable Energy Community Platform

This deliverable will describe the main features of the Renewable Energy Community Platform which will developed by COME RES The platform is a flexible easytouse open source platform to a connect people interested in REC projects b offer support to RECs regarding development and organisation and c disseminate the concept of RECs The consortium will check the opportunities to link the platform with existing networks estab lished by partner REScoopeu

Methodological framework for good/best practice selection and analysis

The deliverable provides a methodological framework for the identification of good practices selection of best practices and qualitative case study analysis It encompasses a coherent framework for data collection and analysis as well as a common structure for the casestudies Selection criteria will include inter alia inclusiveness innovativeness model character feasibility transferability and the extent to which the goodbest practice cases provide environmental economic or social community benefits cf RED II Art2

4 Proposals for action plans to enhance the development of REC in target regions

Based on the overall outcome and findings of WPs 27 proposals for action plans for 4 target regions will be elaborated in cooperation with a core group of desk members These plans will formulate proposals to enhance the development of renewable energy communities

4 transfer management plans for learning regions

The deliverable includes one transfer management plan for each of the 4 selected transfer cases The plans will define the concrete transfer cases include a brief transferability check and a timeplan for the transfer activities to be performed during the COME RES project lifetime

Report on tailor-made business models for RECs in 4 selected target regions

The deliverable is based on the findings of Task 41 and provides tailormade business model proposals for 4 selected target regions It considers inter alia direct electricity sales to local communities power purchase agreements tenant electricity models etc

Final Conference Programme and Documentation

The deliverable includes the programme of the final conference and the online documentation of the conference presentations contributions and key outcomes on the project website

Stakeholder involvement and engagement plans (one for each country)

The country-specific stakeholder involvement and engagement plans will be based on a common methodological framework. They will define the range of issues to be covered by the country desks and will be eventually adapted to national/regional needs by the various country desks. The plans will also explain the strategic goals of the dedicated stakeholder consultations (Task 3.4), how they will be organised, how they interact, how the results will be cross-shared among the participants and disseminated towards the COME RES target groups.

Final Results Publication

This deliverable is a brief electronic resultsoriented publication which compiles the key findings and lessons of the COME RES project

Dossier with 4 e-newsletters incl. Policy Briefs

The deliverable compiles four enewsletters with policy briefs in English The four newsletters will be disseminated in M8 M15 M22 and M28 The Policy Briefs will be translated in each of the project languages

4 capacity development and transfer workshop reports

The deliverable will encompass 4 reports each summarizing key lessons from the respective transfer visit and capacity developmenttraining workshop carried out in the corresponding region of origin

Synthesis Report based on in-depth assessment of ≥ 10 transferable best practices

The synthesis report consolidates the findings of Task 53 and provides a comparative analysis of the best practice case indepth assessments The indepth assessments will entail stake holder mappings innovative business and cooperation models local value creation and cobenefits including social and environmental benefits quantitative and qualitative employment effects and gender issues The report will extract lessons that have an overall validity

Good practice Portfolio

Based on the framework developed in Task 51 this deliverable will identify 20 renewable energy communities which serve as good practice models The report includes brief assessments of the good practices

Summary report of novel financing instruments for RECs

The report summarizes the findings of Task 42 and provides an assessment of novel financing instruments for renewable energy communities Examples of financial instruments will be analysed including but not limited to market premiumscheme rules for financing projects in auctioning schemes tax incentives renewable energy certificates specific local bond mechanisms eg linked to local saving banks or similar institutions crowdfunding etc The report will also consider the role of revolving funds providing risk capital

Consultation series of the eight country desks. Summary Report

The report provides a summary of the dedicated stakeholder consultations of the eight country desks and their respective findings including similarities and ddifferences The consultations will be conducted either as online surveys interviews or focus groups Depending on the regional needs and context the consultations will a assess solutions to improve legal and policy frameworks for RES based community energy in the target regions and b identify domestic or crosscountry best practice transfer opportunities and restrictions

Report on organisational and legal forms and business models for RECs

The report assesses existing organisational and legal forms of RECs as well as business models in order to determine which form and model is best suited to the target regions and local specificities In order to ascertain which business model is best for each region there are certain conditions which must be taken into account such as the resources available local regulations and market structure financial conditions and support mechanisms in place

Website set-up in English

The COME RES website serves as the target groups’ primary point of contact with the project and as an entry point to the COME RES platform. The content of the website is regularly updated - public deliverables, publications, presentations and press releases are uploaded immediately upon release. Each of the 8 country desks will receive a separate section on the website, which will be made available in English as well as the respective desk language. The project will make wide use of social media, promoting activities e.g. on Twitter and LinkedIn.
