Objetivo

Since the beginning of the 1980s, the Commission has been studying the issue of regulations for the industrial sub-contracting market. This area is of fundamental importance with regard to the efficient functioning of the internal market and the competitiveness of the European economy. We need to move from a logic of subordination to one of partnership in the relations between client companies and sub-contractors. This will promote investment and quality. However, at present, there are frequent cases of abuse of a dominant position by the client, with heavy consequences for sub-contractors. The protection of weaker parties is a key area for the development and qualification of small and medium sub-contracting companies. This project will therefore:
- carry out a comparative study at European level to acquire a better understanding of the rights, responsibilities and obligations of small companies in commercial relationships with medium to large client companies;
- identify and define the occupational profile of contract experts in sub-contracting and their training needs in the field of sub-contracting;
- draw up a prototype for a training programme responding to these needs;
- test, evaluate and disseminate the products and results of the project.

The study will also produce the draft of a model contract for relations in sub-contracting. The sectoral context in which this study will be carried out is made up of the mechanical, textile-clothing and timber sectors, which are highly significant in the context of the project.

Impact
This project is expected to contribute to the growth of competition within the European industrial system. It will also develop the strategic competence level of employees in craft companies and in small companies operating in the field of sub-contracting.
