Objectif
Developments in the coal-mining sector and the problems confronting heavy industry in the regions of Saarland, Lorraine and Luxembourg are causing increased structural change on the regional labour market which is affecting, in particular, less well-qualified employees of both genders. Large numbers of new jobs will be created in the environmental technology sector over the coming years, jobs which also need to be made accessible to the target group referred to above. The aim of this project is to develop future-oriented continuing training opportunities in the industrial recycling sector for employees who are threatened with unemployment and social isolation through structural change in industry because of their low level of qualification.
The curricula to be developed within this project are intended to increase the prospects of this target group on the labour market and help create new jobs in the recycling sector. The qualifications and components required in this regard form the subject matter of the continuing training concept. The content of the training programme is oriented to the needs of the recycling sector as well as environmental law and labour regulations. As there is currently a lack of training programmes supported by curricula and didactic concepts, this project is designed to close a gap on the continuing training market, ease the pressure on the labour market through the further-qualifying of the target group mentioned, and improve the staffing situations of SMEs through improving the qualification levels of their employees. It is planned to produce a training package leading to the qualification of "skilled recycling worker". This package will consist of work-sheets, overheads and aids for monitoring learning progress. The modular structure facilitates further development to adapt the programme to labour-market conditions and changing target groups. All the documentation will be published in German and French and be available in printed form, on diskette and via electronic media.
Impact
The project makes a contribution to structural change in the mining industry and pursues the objective of identifying new jobs by means of a training package in the area of recycling.
