Objective
SEAM is an RTD proposal that fits into the concerns of the "Promoting Competitive Growth" programmes Key Action 2 "Sustainable Mobility and Intermodality. In accordance with the second 1999 Call for Proposals, it addresses Sub-task 2.2.2 "Environment" in its concerns for environmental assessment and the development of measures and procedures for environmentally friendly shipping operation (Section 2.3.4 Environmental Sustainability), and as regards the development of Formal Safety Assessment for shipping operation to ensure that important decision on regulations and operational procedures are based on a systematic assessment on the risks involved (Section 2.3.3 Safety).
