Developing Euroskills in the information and documentation sector

Objective

Employees in the information and documentation sector often find it difficult to evaluate their own skills and gain recognition for them from their employers. The same employers often lack a frame of reference to define the skills they need.

To remedy this, this project proposes to carry out market research among the social partners which will be designed to draw up an information and documentation skills card for each country and gain recognition for it. On the basis of these national cards, a European skills card will then be created, which will include various skill level. These skills, together with the worker qualifications, will then be assessed and their value enhanced by their use in conjunction with a widely disseminated set of computer-based self-assessment tests. The social recognition sought will be achieved by the certification of skill levels which other countries are able to recognise through reciprocal agreements which respect pre-defined compatibility criteria and which pave the way for a European system of certification.

The skills cards will be disseminated on a CD-ROM and via the Internet, while the tests defining the level of certification will be carried out European-wide. Continuing training based on these tools will enable new skills to be acquired. The definition of educational objectives and methodological instruments will also allow distance training based on levels of certification, accessible in several languages via the Internet.

Impact
This project will affect the systems of skills validation and certification systems at national and European level.
