Innovation in the training and assessment of maritime personnel

Objective

The International Convention on Standards of Training, Certification and Watch-keeping for Seafarers [STCW'95] guarantees that qualifications, standards and training/educational requirements are uniform world-wide. This project seeks to address the problems caused by distance between trainers and users, and the economic problems associated with training employees in shift-oriented work environments in the European maritime sector. Using new technology to provide training and competence assessment, the project will contribute to standardising competence and meeting international qualification standards.

The project will give maritime personnel a competence assessment system which includes multimedia training and self-assessment modules in English, Finnish and Norwegian. The system will support self-training in the workplace and distance learning. It will provide training in basic fire fighting, survival craft handling, emergency procedures, safe working practices, and will include a training module for trainers and assessors on the pedagogical and technological aspects of the new system.

The project will be technology-based, and will use internet as a tool for material delivery and tutor/assessor/trainee e-mail communication. It will also develop multimedia training materials, and provide desk-top conferencing facilities for tutor/assessor/trainee communication. The project training materials will be made available to shipping companies throughout Europe via employer associations and the industry training organisations.

Impact
The project will lead to enhanced vocational training programme design, promote the use of new technology in training and contribute to the introduction of new delivery methods for training assessment services.
