Objective
Increasing economic integration in the European economic area is forcing even small and medium-sized firms and cottage industries to introduce environmental-management and quality-management systems and new forms of work and process organisation to reduce costs. The successful implementation of this development requires the active participation of all workers; it is therefore necessary to encourage workers to take responsibility for their own actions and above all to promote key qualifications.
To meet this challenge, a continuing education plan for middle management of small and medium-sized firms and cottage industries must be developed, which will give them the entire complex of qualifications needed to establish integrated systems of quality assurance and environmental protection and to audit these systems. The learning modules will provide competence both in specialised subjects and in the development of organisations, methods, and personnel. In addition the modular system will be designed that it can also be used for the continuing education of skilled workers and apprentices, with middle management acting as instructors. Adaptation of the modular designs to the specific needs of international partners and integration of partners' experience into the final joint version of the learning programme will give this innovative training a European breadth from the outset.
Impact
In this project a learning model will be developed which is flexible in use and suitable for continuous adaptation to the changing qualification requirements for establishing effective process-integrated systems of quality assurance and environmental protection. The project will increase the competitiveness of European cottage industries and small and medium-sized firms and will promote resource-saving, environmentally friendlier production methods in Europe.
