Objective
European directive DIN EN ISO 9001 requires that firms, as required preliminary tasks, introduce procedures for determining training needs and ensure that the workers receive training. Whether these measures to promote continuing education can be used efficiently in the sense of quality control and productivity can actually best be judged by the workers themselves as 'the experts on their workplace'. However, continuing education is frequently imposed from above or follows external criteria only.
The aim of the pilot project is to develop plans for workers in SMEs to enable them with the support of moderators to learn to determine their qualifi-cation needs independently and with reference to their own jobs. The starting point for this is a procedure that was developed in the ESF project QUASIMODO. The core of this procedure lies in relating the qualification needs to the anticipated demands of the workplace.
In the project, the planned procedure will be developed by experts from the field of continuing education and will be appropriately supplemented and (if necessary) improved with reference to different company and national requirements. From this, prototype modules will be devised, which will enable the expert to train workers to determine their own qualification needs independently and with reference to their jobs.
Impact
The pilot project will enable experts in continuing education: to define qualification needs and development with reference to the workplace; and to translate them into practical methods for acquiring qualifications, in which the workers' knowledge and experience form the point of reference. SMEs will be encouraged to regard human resources as self-aware agents who share responsibility for their own training and continuing development.
