A comparison of certificate and competence-based forms of language evaluation in vocationally oriented language learning

Objective

In Europe there is a need to develop a system of reference for language qualifications which will be applicable to all European languages and which will contribute to the transparency and mutual recognition of levels of practical language competence throughout the EU.

The CompCertVoll project therefore aims to devise a system which links the examination-based system of language certification with the evidence required for competence-based certification. It will identify the particular characteristics of national examination systems and create templates identifying the way in which course work might be developed which would also provide evidence for competence-based language certification. Other activities include: the design of a system by which language teachers may be made aware of the two accreditation systems and how compatibility may be achieved; the establishment of a system by which the development of 'joint-badging' of both systems might be achieved; and the organisation of a series of trainer-training seminars to help trainers in using templates and identifying the competence-based requirements within the examination system.

The direct beneficiaries of this project will be employees from different sectors, particularly those working in SMEs, potential employers and those seeking employment.

Impact
The final product will provide a framework for comparison of qualifications and will be especially useful for those wishing to produce evidence of adequate language competence for a particular vocational area.
