GLOBAL RETRIEVAL, ACCESS AND INFORMATION SYSTEM FOR PROPERTY ITEMS

Objetivo

GRASP will use telematics to put factual data about items of property on local networked databases, where user organisations can then retrieve information about lost, stolen or recovered goods. It will be possible to capture images or distinguishing marks of objects from photographs, video stills, documents and drawings, using magnification or zoom techniques, and cross check this stored information against other recorded objects. The project is being initially developed and validated in three countries. It is intended for longer term use by police, customs and insurance companies to reduce burglary and lost property enquiries.

The purpose of the GRASP project is to develop a telematic system that will enable data, including images, about property items to be entered into local databases. This, in conjunction with the networking features, will allow users to search automatically and intelligently across different databases between lost, stolen and recovered property.

The system will be developed to capture images of property items and distinguishing marks, and will be able to encode from photographs, video stills, documents, drawings and "photo fit" derived impressions of objects, zoom in and magnify selected parts of an image, where possible, automatically extract features from images; where not, assist the user in doing so, associate image attributes with the image files on the system's database, and automatically attempt a first order match of reference and test images.
