TELEMATICS FOR ADMINISTRATIONS: PUBLIC PROCUREMENT IN EUROPE

Objetivo

TAPPE will promote a cheaper more effective approach to European public procurement, resulting in better management control systems in this field and improved European industrial competitiveness. It plans a common infrastructure and nomenclature for announcement, tendering, evaluation and award of contracts, electronic trading and fair competititve administration and accounting. The project will complement ELPRO (project AD 1003) and is expected to boost international transfer of experience and know-how in the field of public procurement.

The TAPPE project will provide new solutions for the problems of users, administrators and suppliers in the area of Public Procurement. These solutions will contribute towards the common implementation of EU-policies, reductions in public spending and the development of better management control systems. All of which will , in turn, help make European industries more efficient and competitive.

The project will support the building of common European infrastructure for public procurement by introducing systems that constrain users to follow the rules and regulations for announcing, evaluating and awarding contracts and will help users to use electronic transactions in trading.

The project will achieve these aims by introducing a common infrastructure and nomenclature for use in the management of public procurement procedures such as in tendering, evaluation of tenders, award of contracts, electronic trading and the administrative and accounting processes necessary for European businesses to compete fairly and successfully.

The TAPPE project will be based on the results from international programmes such as CALS and on European projects including SIMAP, TEDIS/EUROPRODUCT and TEDIS/EDIFACT MD12. The project will also bring the results and experiences of national public procurement programmes of Finland and Norway to the attention of the wider European audience. The project will be progressed in close contact with the ELPRO project of the same programme.

All the solutions will be based on international standards e. g. X.400 EDIFACT and Euro-ISDN with multi-media introduced where appropriate.

The project will develop technical solutions to meet the following objectives:

- Reduce costs and improve quality of procurement in public sector by increased use of ICT.

- Contribute to common implementation and use of agreed rules for public procurement.

- Transfer of experience and know-how between countries in the field of public procurement.

- Increase the use of telematics based on standards as specified and recommended by EPHOS

- Contribute to common understanding of the basic principles of the GATT agreements on Public Procurement.

- Extend the use of pan-European electronic commerce.

- Demonstrate the use of multi-format EDI messages based on international standards.
