The main objective of ABEAM is to identify recommendations to mitigate the interface effects at the borders of ECAC/non ECAC area when applying Target Operational Concept of EATMS. Consideration will also be given to the problems of ICAO/EUR traffic exchange with the adjacent ICAO Regions.
Since each one of the analysed regions has its own ATM characteristics, conflicting points/areas and contextual issues, certain problems have been only detected in a specific region. Nevertheless, many detected problems take place in several regions. These are mainly related to the Airspace Organisation and Management, Flow and Capacity Management, Separation Assurance and, overall, those problems due to difficulties in Information Management.
For the NAT Region, the general recommendation is the proper planning and co-operation between the ECAC states and other countries involved in this Region, mainly focusing in Communications and data links.
This planning and co-operation is also necessary in the AFI Region, in order to achieve close co-operation and integration of planning route structure, a global concept of information management, a collaborative decision-making, participation in IFPS, the definition of the mandatory airborne equipment and a negotiated implementation of the RVSM. When a common agreement is not possible, transitional areas should be defined in the ECAC countries bordering the Mediterranean Sea to adapt flights from one situation to another.
In brief, the General Recommendations are aimed at involving the non-ECAC states on the border area in a common work for shared benefits, by accomplishing the following steps:
1. Participation in all the development and implementation processes, which should provide:
- Meetings for knowledge exchange and stuff training.
- Co-operation in planning a common route structure.
- Common selection of the necessary navaids.
- Promotion of civil-military agreements for co-ordinated use of airspace.
- Improvement in Information Management: accomplishing the concept of the common virtual pool of information, guaranteeing ATN links and defining the minimum requirements in availability, reliability and updating of information.
2. Collaboration in decision-making and IFPS improvement (in both, planning and tactical processes).
3. United planning for future in the medium term, with due consideration of:
- Feasibility and actual possibilities of the implementation of FFAS, airborne separation assurance and "gate-to-gate" operations.
- Assessment of the required economic and technical effort.
4. Transitional areas should be set if no common agreement is achieved for a specific problem. This will likely involve a capacity decrease and will oblige to activate extra security measures.
In conclusion, planning and co-operation among all the involved parties from ECAC and non-ECAC countries is the main recommendation to solve the foreseen problems. This is highly dependent on a global concept of information management, communication means and the proper attitude of the parties involved.
