Objective A mobile power measuring system will be developed for application at the propeller shaft of fishing vessels at sea. With this mobile system a supervisor officer can carry out the measuring after a short training course. There will be two alternatives for application: A) A measuring accuracy of +/- 10 % with an extremly short installation time of approximatly 15 minutes for a rough estimation of the propulsion power. Minimum free shaft length of 100 mm is needed for application of the instrument. B) A measuring accuracy of +-2% with an installation time of 60 minutes for an accurate check. Minimum free shaft length needed for application is 300 mm. Measuring according to alternative A) does not increase the time of controlling fishing vessels significantly. It should be used to detect engines illegal overpowered. Afterwards a measuring according to the more precise alternative B) should be performed with high accuracy. As all parts used for measurement will be taken on board by the supervisor, a operation by the fishermen is excluded.
