COMBUSTION OF RDF PRODUCED FROM SELECTED INDUSTRIAL WASTE, FOR THE PRODUCTION OF HEAT AND ELECTRICITY

Objetivo

Combustion of Refuse Derived Fuel (RDF) fluff produced from selected industrial waste, for a heat and power installation supplying steam and electricity. Combustion of a large quantity of shredded RDF fluff in a commercially applicable installation which is not a refuse incinerator, having advanced automation and incorporating aspects of the installation yielding a highly efficient combustion of waste in accordance with future, stringent emission regulations. Yearly energy output: 57 600 MWht and 29 620 MWhe. Payback period foreseen is 7 years.
The works carried out were limited to the preparation of the project : location aspects, fuel, design furnace and boiler, flue gas purification, residual substances sale of heat, noise, financial evaluation. During this phase of the working programme, it has become clear that there were two bottle neks to carry out the project :

- it proved to be impossible to find the total required amount of RDF, because projects where RDF could be produced have not been built.

- the first design location for the purpose of the project was withdrawn in the final phase. So, for a new location, it was necessary to applied again for a licence requiring an environmental report which meant a serious delay in the project.
For this reasons, the project was abandoned.
The supplied fuel (about 3 000 Kcal/kg) with a very limited glass content consists of paper and cardboard (80%), plastics (8%) and dry organic substances, such as wood (12%) with a moisture content of 15 to 30%. Chlorine content amounts to some 0.2 to 0.6%, sulphur 0.3% and ash 10 to 15%. Shredded RFF fluff provided from a commercial industrial waste separation plant is delivered and transported (50 000 t/yr) in bulk containers (13 tons) avoiding pelletizing costs.
From the container, RDF is pushed onto a vibrating shoot and from there goes into a storage bunker (capacity is 20 bulk containers). From this bunker it is conveyed to the top of the furnace. The entire automated RDF unloading and furnace supply system (6.35 t/hr) is covered. The furnace (22.2 MWt) is fitted with a air cooled stepped slide grate (this air can be seen as a tertiary air supply), large air fans providing adjustable primary and secondary combustion air under and above the grate respectively. Threefold air supply guarantees a very well controlled and complete combustion and burn-out. Combustion (1 100 C) takes place in three stages: degasification, combustion and burn-out which is enhanced further by forcing the off-gases to pass a zigzag construction, so that a long burn-out path is guaranteed. Doing so, larger fly ash particles are separated and return to the lower part of the grate and the ash removal shute. Two support burners (gas or oil fired) situated at the top of the furnace maintain a specific temperature in the burn out part of the furnace. The steam boiler, designed to produce 23.5 t/hr of steam at 28 bar, 380 C, includes both a super heater and an economizer. Special attention has been drawn to tuning furnace, boiler and fuel properties. Efficiency amounts to 80%. To meet the standards of the emission regulations, flue gas clean-up includes limestone injection (reduction of Hcl and HF concentration of over 90%) and two staged particule separation (multicyclones followedby fabric filters operating at 260 C with an efficiency over 99%.
A condensation steam turbine with auxiliary outlet and electricity generator is included in the installation; it produces 4.77 MWe when only electricity is being produced and 2.635 MWe and 14.4 MWt when both electricity and heat are produced (steam outlets: 0.07 bar - 40 C and 2.5 bars - 140 C).
The installation is suited to produce electricity only and electricity jointly with heat (a good 14 MWt). Both electricity and heat are to be distributed by GEB-Naaldwijk, the municipal power company. Heat, in form of steam, will be supplied to existing heating systems through heat exchangers. For 4 000 hours per year the installation will produce electricity only; for another 4 000 hours per year it will produce both electricity and heat.
