AVAILABILITY, MAINTAINABILITY AND RELIABILITY, OPTIMISATION IN ELECTRICAL SUBSTATIONS BY THE INTEGRATION OF PROTECTION AND CONTROL FUNCTIONS

Objetivo

Increasing the availability and reliability in Electrical Power Transmission and Distribution Substations while keeping low maintenance and operation costs, and improving maintainability and usability have become important goals of electric utility companies for the nineties.

In this project, we will create the methods and strategies to analyze the reliability of electrical substations, and to enhance it on the basis of the obtained information.
The research has demonstrated that the use of digital electronics and fibre optic technology would permit the integration of protection and control functions in electrical substations, thus increasing the overall performance of the electrical network system.

A communication network based on a field bus fast internal processor (FIP), which can be wired optically was found to be the most appropriate system to apply. The continuous development in this field will allow the design of different cabling solutions in the future.
The integrated system concept developed allows a more efficient use of available information, creating the possibility of new substation level functions implementation, such as adaptive protection, automatic operation and comprehensive maintenance management, which, with traditional concepts were out of reach.
An integrated system which integrates protection and control functions will be much more reliable and will bring about new possibilities for new useful functions. This is a consequence, among other factors, of having a single subsystem responsible for the date acquisition, assuring that all functions are operating based on the same data: there will be no inconsistency of information and all information will be available for either existing or new functions to use. Conditions are created to introduce a new wide range of functions that were until now not possible to implement, as well as to redesign and improve existing functions.
Maintenance management, alarm handling and personnel training functions are examples of the kind of functions that the new system will be able to perform. In addition, the system will be adaptable to what happens during its operation, and to explain why certain actions were taken.
Until now, the emerging new technologies have been applied in Electrical Substations, with timidity and without any coordinated policy. In this project we will thoroughly change this direction by developing a fully integrated Protection and Control System. This will include new digital protection devices which integrate control functions, and will be able to communicate through fibre optic links within new and existing Electrical Substations.

With the use of expert systems technology the system will be able to process Electrical Substation data and to communicate real time conditions to the Supervisory Control.

The improvement that the result of this project will make to the design and implementation of Electrical Substations will serve to lower the costs for the Electrical Power Utility Companies and to better services offered to Electrical Energy Distribution Networks users.
