Objective
The EU recycling industry is currently under growing
pressure to increase recovery and recycling rates in
response to legislation and increased disposal costs,
increased demand for recycled materials and public
environmental concern. The EU Packaging Directive now
requires recovery rates of 50 60%, recycling rates of 25
45%, and a minimum recycling rate for each material of
15%. This compares to a current European average recovery
rate for plastics of 22% and recycling rate of 0.8%.
Increasing the purity and value of grades by effective
low cost waste separation will be a key factor in
enhancing recycling performance and viability,
particularly when prices are low, and could lead to
volatility being absorbed in the virgin sector rather
than recycled sector. Early segregation of wastes, for
example at source or at Materials Recovery Facilities
(MRFs), is likely to be the most effective initial
approach to recovery, resulting in a less contaminated
raw material. Development of automated separation
technology will be essential in increasing recovery
rates, particularly from highly mixed and "dirty" sources
such municipal wastes, and reducing costs.
This project will provide a major contribution towards
providing increased solid waste recovery and increased
quality and purity while reducing costs.
The objective of this project is to develop a generic pre
production scale technology for the recycling of solid
materials based on electrostatic techniques for the
automated separation and grading of papers and plastics
from a mixed waste input stream.
The following summarise the project objectives:
O Develop and install serni automated pre production
solid waste separation plant on user partner's site
O Target output streams:
> brown card, plastics, white (office) paper, magazine
and newspaper from commercial paper waste
and
> papers and plastics from municipal solid waste
O Removal of common impurities such as metal objects,
wire, grit
O Target plant mixed waste throughput circa 0.5
tonnes/hour
O Target plant running cost: circa 60 ECU / tonne
O Demonstrate recycling economic viability and product
quality in pre production plant trials
O Develop exploitation strategies taking account of EU
economic, legislative, and environmental considerations
to enhance and promote commercial viability of recycling
in the medium and long term
O Facilitate reduction of waste disposal by landfill and
other means and increase the usage of recycled materials
in line with European and national government objectives.
