REGULATION AND REMOTE MANAGEMENT OF SOCIAL BUILDINGS BUILT BETWEEN 1950/1975 HEATED BY HEATING FLOOR

Objetivo

. OPHLM manages 24182 social apartments of which 8704 are of the same type as those referred to in this document. 1663 apartments of this type have already been refitted and the following measures have been taken in the thermal field :
- Insulation of external walls, floors and ceilings
- Improvement or replacement of doors and windows
- Regulation by optimisation and programming of the heating system
- Ventilation (improvement of their natural or mechanical ventilation system)
- Hot water production by instantaneous water heater
the examination of the first results evidences the necessity of improving to two aspects : regulation and ventilation.
The intended purpose of the project is to solve regulation problems, due allowance being made to the observed data, in order to :
- Improve the comfort specially in spring and in autumn
- Reduce energy consumption (social lodgings are occupied by low wage earning people).
The results are paradoxical :
* we haven't reduce energy consumption as we hope but we showed that it's possible to reduce the consumption more than it was indicated in the "THERMIE PROPOSAL".
The causes are :
* meteorological predictions are not as good as we hoped. We contact that scientific people, in 1980/1989 say that it will be possible to make real prevision but five year after meteorological people will become more modest.
For example :
- The two first years of the experimentation, when we received meteorological information, we received also a fiability index like : fiability : 90%.
Now we receive meteorological information with a fiability index like :
Fiability : very good, good, middle, etc.
* The second cause reside in the impossibility to have the same temperature in all lodgings. There are more than two degrees between some jodgings, the OPHLM must give more than 19 deg. C in each lodging; so when you have 19 deg. 5 in the less favorable, you have 22 or 22 deg. C 5in other lodgings. It's possible to recuperate "Solar Energy" in lodging with a low level of temperature, but not possible in lodging with a high level of temperature.
Our project is very sophisticated (computer...) for success, it's necessary that all thermal equipment be of high quality before we continue to improve our technology, it will be necessary to improve the thermal equipment as well.
In conclusion, its not a very ample success, BUT,
* Nantes Habitat want reduced energy consumption
* Gaudin Ingenierie work a lot with CCE and had some success (Building 2000 : 747 F, BU/349/91/FR ec..).
So Gaudin Ingenierie, with is own money will continue to work in a new direction. We observed that during a sunny day, solar energy is not used in this kind of Building. The new work will consist more on working about recuperation of solar energy than using weather forecasts. We will continue to use weather forecasts but with a manual control.
The buildings are heated by so-called "heavey inertia" heating floors. The heating regulation system reacts at a given time "t" in terms of the instantaneous EXTERNAL weather conditions.
The weather may be cold at six o'clock in their morning, and sunny at noon with high temperatures. Now, a heating floors systems releases heat with a certain time lag, hereby resulting in possible overheating and excessive consumption during inter-seasonal periods.
Our system consists in modifying the slopes of the regulator :
- every morning at 16 hours
- every evening at 18 hours
through an electronic control system, depending on two meteorological information :
- temperature (know within an accuracy range of 2 deg. C)
- insolation rate (high, medium, low)
(forecast over 24 hours).
Each morning and each evening, a computer collects the weather forecasts from a Minitel server (3615 code Met) for the following day. Using the modelization pattern of the building, developed through the SIMULA variable mode software, the computer will correct the solpe of the curves and the operating time schedule of the master regulator of the involved building, installed in the heating sub-station.
From the statements given by the CSTB and the National Weather forecast Department of Nantes, the weather forecasts are reliable at 90%.
