Objectif
Romania passes through a transition period towards the market economy, and economic decline is one of its effects.
The electricity consumption fell from 9500 MW m 1989 to 6700 MW in 1992, projections being that in the year 2000 it is likely to reach the 1989 consumption level.
The present installed capacity of RENEL's (Romanian Electricity Authority) power stations being 20,500 MW, out of which 8,500 MW from coal, is higher than the demand.
Coal ensures about 25% of the primary energy resources, heavy oil and natural gas - about 50% and the remainder is hydropower stations-generated electricity.
Coal is burned in PC - boilers without flue gas desulphurisation (FGD). The coal demand is 90% covered from the country's reserves, of whom 80% are lignite ones.
Romanian lignite reserves are of low-grade quality: moisture 40%, ash moisture free 42%, low heat power 7 MJ/kg, sulphur 1%.
The 1989 lignite consumption was 11.800 mill. tcc and fell to 7.700 mill. tcc in 1992. Coal is expected to increasingly contribute among the primary energy sources. At present, in Romania there is no legal frame regulating the emission standards for power boilers, only norms proposals aiming at reduction of pollutants concentration starting from 1988. Icemenerg knows the requirements for the application of efficient technologies which would both strengthen energy security and improve systems design and reliability, and at the same time reduce the harmful effects on the environment. However, the decision to choose PC boiler retrofitting by applying FGD or by application of one of the CCTs - CFB, PFBC and IGCC - is taken not only for technical considerations, but for financial ones as well.
Objectives: The applications of the estimation criteria for the power stations advanced systems using coal is established by the programme manager, considering the Romanian specific conditions.
Scientific qualification of the proposals authors: Magdalena Matei - Dr of Sc; Manager "Fuels and Chemical Methods", 20 years experience in research activities, PhD. 1988, co-author of 10 patents, 2 technical books, 19 articles, 85 technical/scientific papers, speaker at the 2nd World Coal Institute conference "Coal for Development", London, March 1993. The material base required for determination of ash physical-chemical characteristics and of radioactivity exists. The financial needs depend on the amount of work and will be established after the working programme has been completed with the agreement of the project coordinator.
The obtained results will be used to settle the RENEL strategy within the medium and long term future.
