Objective
To demonstrate that coal water mixtures can be produced in commercial quantities which are stable, pumpable and burnable such that they may be used by oil consumers as a cheaper alternative to heavy fuel oil and, to confirm production cost calculations, including power consumption, cost and quantity of chemicals, operating labour requirements, water costs and capital charges.
The design phase shows that it was not possible to perform this project economically on the basis as was planned in 1983.
The project included phases I, II and III of a four phase programme, to include pre-engineering construction and commissioning (phase III) but not phase IV (operation). Technical success depended on particle size distribution to give required properties for stability, pumpability and combustion, and the achievement of economic costs for power and chemicals.
