CONVERSION OF THERMOELECTRIC POWER PLANT FROM FUEL OIL OR NATURAL GAS RUNNING TO COAL/WATER OPERATION (BASIC ENGINEERING)

Objectif

To demonstrate on an industrial scale, the feasibility of utilising with equal efficiency, coal/water slurry rather than fuel oil (or natural gas) as the main source of heat energy for a thermoelectric power plant.
Followed by project nr CS. /00308/86/IT/. .
Basic plant systems and auxiliary systems that concern transformation are :
- CWM storage and feeding systems;
- CWM feeding to burners;
- boiler;
- burners system;
- air/flue gqs system;
- compressed air system;
- water treatment;
- CWM heating system;
- electrical plant, automation and control systems;
- flue gas treatment, electrostatic precipitator and ash lift.
For each plant system technical specification, flow diagram (P and ID), functional diagram (FCD), data sheets have been prepared.
For all components the technical purchasing specifications (pumps, tanks, valves, pipes, instrumentation, transformers, etc. . ) have been prepared.
For all the works involving mechanical parts, detailed build drawing and axonometric drawings have been prepared.
The documentation required for the building licence application has been prepared : the building licence, or authorisation of the construction work, is needed to proceed with the works on the plant and to operate the plant for demonstration purpose.
Project specification calls for modification to the thermal power plant nr 1 (75 MWe) of the Cassano thermoelectric power station to enable the boiler to operate on coal/water slurry (CWS). The unit has a steam output of 230 T/h. Conversion to CWS necessitates modification to the front panel of the boiler, the boiler base and automatic control system, the installation of slurry storage tanks and transfer pumps, slurry atomisers in the steam boiler furnace, flue gas scrubbers and ash evacuation and disposal system.
New burners are necessary.
In four phases, the project is scheduled to begin in November 1985, ending February 1989. This contract relates to phase 1 (Engineering and Project Management) and phase 2 (Equipment Procurement and Construction).
With regard to Project Management, the organisation, supervision and management of the entire project, from start of engineering work and, if possible, to the completion of the experimental period , will be the responsibility of AEM-Mi and ASM-Bs, while specific engineering and modifications will be the responsibility of the particular contractors involved.
Work to be carried out under this contract relates to the main systems requiring either new installations or substantial modification, and in particular, the following:
- coal/water storage and feeding systems;
- modification to boiler, base hopper, burner, fly ash blower, control and automation system;
- recording and monitoring system for analysis of mixture combustion;
- emission filtration, and installation of electrostatic precipitator after the induction fans;
- air compression system for atomisation of coal/water mixture;
- evacuation system for light and heavy ash;
- new building for compressors and coal/water pumps;
- electrical installations for power supply to the new equipment;
- gas emission detection system.
The CWS storage tanks will be fitted with mixers to avoid settlement. The fuel handling system will use Mohno screw type pumps, with speed control system.
Flushing of pipe lines will be also through "pigs". Air and steam atomized burners will be fitted on the boiler, using wear resistent ceramic atomization tips.
The electrostatic precipitator will be sized to collect high unburnt carbon content fly ash due to CWS burning, as well as ash from oil burning. The ash removal system will be a "dense phase" pneumatic type.
