Objective
e-CT aims at investigating the possible public-private partnerships to facilitate access to and use of Publics Works calls for tender.
It is estimated that, within the European Union, about 600 000 public works calls for tender are launched every year -i.e. to build roads, bridges, various buildings etc-. These calls for tender are characterised by a large quantity of technical data, plans which averages at about 20Mb/call. So the complete set of data represents about 12 000 Gb/year. This is an enormous amount of data which presents specific difficulties: downloading, automatic reuse by construction companies.
A recent study has proven that an equivalent amount of 2 Geuros/yr may be saved both by the administration and by the construction companies if the current paper-based processes were replaced with e-processes. Furthermore, gathering under electronic formats all the Public Works call for tender will allow data mining in order to extract statistics and trends; these statistics and trends are strategic for the construction industry to better understand how the technical demand from Public Authorities is evolving.
