CREATING A MARKET FOR SMALL SCALE COMBINED HEAT AND POWER IN IRELAND

Objectif

The project plan allows for the implementation of CHP technology in small scale applications among SME's in a range from 40 kWe to 750 kWe on 10 sites.
The plan envisaged a multi-sectoral and geographical spread of applications in the public and private sector for buildings and industrial premises where the application of this technology would otherwise be difficult to finance.
Market research and investigation of the development of small scale CHP markets in countries with similar climatic conditions has convinced the promoters that this project is the best means of achieving the joint objectives of :
- Rationalising the use of the only premium energy source which is indigenous to Ireland i.e. natural gas.
- Promoting a co-operative, least cost approach to meeting the energy needs of SMes in Ireland and other Member States, especially UK and NL.
- Promoting genuine transfer of know-how and technology between independent bodies in different Member States.
- Disseminating energy efficient technology in a regional market which is lagging behind in application of such technology.

The project aims to provide a critical mass of users to establish not only the technology, but also the support systems in terms of control, performance and most importantly the service backup required to sustain this technology in the region. The sites chosen for this project will encompass the most promising sectors for replication of the technology as identified by the International Steering Committee and by reference to market research.
The sectors which emerge as most promising for small scale CHP application in Ireland are :
1. Hospitals 2. Hotels/Leisure Centres 3. Schools/Colleges 4. Public Buildings
5. Industrial Premises
The promoters have carried out preliminary site investigations of 20 sites. From these, subject to approval of the International Steering Committee, 10 sites have been selected for implementation. By utilising remote monitoring and data acquisition and expert diagnostic services, the project will; * Maximise running time of systems and return on investment.
* Improve service efficiency and consequent reliability.
* Give detailed operating analysis of each unit for demonstration and dissemination purposes.
To maximise the savings to the end-users, careful consideration has been given to each sites energy use profile and existing utilisation and management systems.
Environmental impact of the project has been considered and it is clear that CO2 emission levels are significantly less with small scale CHP when compared to conventional power generation. Even allowing for the contribution of NOx and unburnt CH4 to give aggregated greenhouse gas emissions, totals with CHP are less than emissions from even the most efficient centralised power generating stations.
