STUDY ON AN AGRO-ENERGY PROJECT IN GALICIA, SPAIN.

Objective

THE PROPOSED R&D WORK COVERS THE PERTINENT STUDIES FOR OBTAINING AND ACTUAL KNOWLEDGE OF THE POTENTIAL OF BIOMASS AS WELL AS THE VIABILITY OF ITS UTILIZATION FOR PRODUCTION OF INDUSTRIAL FUEL IN GALICIA, A REGION IN THE NORTHWEST OF SPAIN.

THE AFOREMENTIONED WORK CONSTITUTES THE FIRST OF A THREE PHASE PROJECT FOR THE EXPLOITATION OF THE POTENTIAL BIOMASS NOW EXISTING IN THAT REGION, FROM ITS FORESTS, AS WELL AS FROM AGRICULTURE.

THIS PROJECT FOLLOWS A SIMILAR STRATEGIC PATTERN AS DETERMINED BY THE COMMISSION OF THE EUROPEAN COMMUNITY, WHICH LED TO THE LEBEN PROJECT IN THE REGION OF ABRUZZO, ITALY.

IT IS INTENDED TO MAKE USE OF THE EXPERIENCE GAINED THERE, WHEREVER POSSIBLE, THROUGH THE COLLABORATION WITH AIE AND WIP, WHICH PLAY IMPORTANT ROLES IN THE LEBEN PROJECT, AS TECHNICAL AND ORGANIZATIONAL EXPERTS./
It is possible to ensure that the forestry resources of Galicia, at present insufficiently used, can reach their potentially high rates of production, in 2 principal ways. On one side by solving the existing acute management problems and on the other side by applying rational exploitation techniques to reduce the resource utilisation costs. Before investing, a very detailed and serious analysis should be made of the real production level of wastes available and the total investment and mobilisation costs in the site proposed for the conversion plant.

THE WORK TO BE DEVELOPED UNDER THIS R&D PROJECT CONSISTS IN THE ELABORATION AND/OR ACTUALIZATION OF SEVERAL STUDIES IN THE FORM OF REPORTS ON THE FOLLOWING TOPICS:

1) FORESTAL BIOMASS SECTOR
A) THE DETERMINATION OF THE ACTUAL INVENTORY OF THE AVAILABLE BIOMASS IN GALICIA FOR CONVERSION INTO INDUSTRIAL BIOFUEL.

B) THE EVALUATION AND LOCALIZATION OF ADEQUATE PLOTS FOR THE CULTIVATION OF FORESTAL ENERGY.

C) SYSTEMS OF PRODUCTION, HARVESTING, TRANSPORT AND HANDLING OF FORESTAL-PHYTOMASS.

2.- AGRICULTURAL BIOMASS SECTOR

3.- BIOMASS CONVERSION SECTOR.
A) PRELIMINARY TECHNICAL STUDY OF THE CONVERSION TECHNOLOGY OF BIOMASS BY PYROLYSIS OF FORESTAL AND AGRICULTURAL ORIGIN AS WELL.

B) DIMENSIONING AND SITING OF CONVERSION PLANTS.

4.- BIOFUEL UTILIZATION SECTOR.
A) CHARACTERIZATION OF THE BIOFUELS OBTAINED FROM CONVERSION THRU PYROLYSIS

B) TECHNOLOGY OF ELABORATION, STORAGE AND TRANSPORT.

C) ULTIMATE UTILIZATION ( I E THERMAL POWER PLANTS, INDUSTRIAL OVENS, TEC...)

5.- FINAL EVALUATION
ON THE BASIS OF THE ABOVE MENTIONED STUDIES, THE TECHNICAL AS WELL AS THE SOCIO-ECONOMIC VIABILITY OF THIS PROJECT WILL BE EVALUATED.

IN THE CASE OF POSITIVE RESULTS, THE REALIZATION OF THE SECOND PHASE OF THIS PROJECT, CONSISTING IN THE DEVELOPMENT, CONSTRUCTION AND OPERATION OF A PILOT PLANT FOR THE CONVERSION OF THE BIOMASS AND THE SUBSEQUENT COMBUSTION TESTS OF THE PRODUCTS OBTAINED, WILL BE ACOMPLISHED.

THIS PILOT PLANT WOULD GIVE THE BACKGROUND EXPERIENCE AND THE ACTUAL OUTLOOK FOR THE COMMERCIAL EXPLOITATION OF THE OVERALL BIOMASS POTENTIAL IN GALICIA, WHICH WILL INITIATE THE THIRD PHASE OF THE PROJECT.

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
