GAS MARKET STUDIES: EUROPEAN SECURITY OF SUPPLY AND INTERNATIONAL TRADE OF HYDROCARBONS

Objective

THE OBJECT OF THIS WORK IS TO ALLOW THE COMMISSION TO PARTICIPATE AND CONTRIBUTE TO INTERNATIONAL RESEARCH ACTIVITIES DEALING WITH THE INTERNATIONAL TRADE OF HYDROCARBONS AS WELL AS TO MAKE THE MODELS BUILT IN THE CONTEXT OF THESE ACTIVITIES AVAILABLE TO THE COMMISSION.

HYDROCARBON TRADE IN GENERAL AND GAS TRADE IN PARTICULAR ARE CHARACTERIZED BY IMPERFECT COMPETITION. THIS SITUATION IS DUE TO BOTH THE STRUCTURE OF THE MARKET (FEW BUYERS AND SELLERS, THE EXISTENCE OF DOMINANT AGENTS,...) AS WELL AS TO STRATEGIC CONSIDERATIONS (SECURITY OF SUPPLY) OR TO THE IMPACT OF LONG TERM UNCERTAINTIES (THE EXHAUSTIBLE CHARACTER OF SOME RESSOURCES, THE STABILITY OF A CARTEL) AND OF THE WAY THESE ARE PERCEIVED. THESE QUESTIONS ARE TOO NUMEROUS AND TOO COMPLEX TO BE TREATED IN EFOM WITHOUT RUNNING THE RISK TO MAKE THIS LATTER MODEL UNMANAGEABLE. IT THUS MAKES SENSE, IN THIS CONTEXT, TO DEVELOP SIMPLIFIED AND SPECIALIZED MODELS FOR STUDYING PARTICULAR QUESTIONS RELATED TO THE TRADE OF HYDROCARBONS. BECAUSE OF THE GLOBAL NATURE OF THE PROBLEM, ONE CAN EXPECT THAT OTHER GROUPS IN THE WORLD WILL DEAL WITH SIMILAR QUESTIONS, LET ALONE SIMILAR MODELS.

IT IS THE OBJECTIVE OF THIS WORK TO DEVELOP, IN CLOSE COLLABORATION WITH OTHER RESEARCH TEAMS IN OTHER COUNTRIES (OECD AND NON OECD), MODELS SPECIFICALLY FOCUSING ON TRADE AND SUPPLY SECURITY OF HYDROCARBONS AND TO MAKE THESE TOOLS AND NETWORK OF EXPERTISE AVAILABLE TO THE COMMISSION.
