Objective
THE WORK DONE BY THE COMMISSION ON THE ANALYSIS OF MEDIUM- AND LONG-TERM ENERGY DEMAND AND SUPPLY HAS DEMONSTRATED THE IMPORTANCE OF THE EFOM 12C MODEL IN DETERMINING THE STRUCTURE OF THE ENERGY STOCK THAT WOULD BEST MEET THE ENERGY REQUIREMENTS OF THE MEMBER STATES. THIS WORK, ILLUSTRATED BY THE "ENERGY 2000" STUDY, SHOULD ALSO HELP THE COMMISSION DEPARTMENTS TO DEFINE MEDIUM- AND LONG-TERM ENERGY POLICIES..
TO MEET THESE REQUIREMENTS IT IS ESSENTIAL TO GUARANTEE THE RELIABILITY OF THE EFOM 12C MODEL AND TO ENSURE THAT OPERATIONAL RESULTS ARE OBTAINED FOR DECISION-MAKING PURPOSES. THE PURPOSE OF THE CONTRACT IS TO ALLOW SATISFACTORY DEVELOPMENT OF THE EFOM 12C MODEL FOR PORTUGAL.
