ENVIRONMENT OPTIMAL CONTROL STRATEGIES FOR REDUCING EMISSIONS FROM ENERGY PRODUCTION AND ENERGY USE ON MULTINATIONAL LEVEL.

Objectif

IN THE CONTEXT OF THE "ENERGY AND ENVIRONMENT" PROBLEMATIC THE ENERGY SUPPLY MODEL EFOM 12C WILL BE EXTENDED TO ALLOW ADEQUATE STUDIES IN THIS FIELD.
A GENERAL STRUCTURE OF THE EXTENDED MODEL WILL BE SET UP BY IKE, IIP AND STE.THIS GROUP WILL ALSO RUN A PILOT STUDY WITH THE GERMAN ENERGY SYSTEM TO DEMONSTRATE THE USEFULNESS OF THE EXTENDED MODEL.

THE PRESENT CONTRACT DEALS WITH THE APPLICATION OF THE MODEL FOR INVESTIGATIONS ON MULTINATIONAL LEVEL. TO PERFORM SUCH A CASE STUDIES A COLLABORATION HAS BEEN ESTABLISHED BETWEEN INSTITUTIONS IN 7 EC COUNTRIES (IKE UNIVERSITY STUTTGART, IIP INIVERSITY KARLRUHE, STE KFA JULICH, QMC UNIVERSITY LONDON, CER CAMBRIDGE, CORE UNIVERSITY LOUVAIN, ESC ECN PETTEN, CITEPA PARIS, RISO NATIONAL LABORATORY).
THE ANALYSIS OF THE ITALIAN ENERGY SYSTEM AND THE MODIFICATIONS OF THE MODEL STRUCTURE WILL BE CARRIED OUT BY ARS UNDER THE SUPERVISION OF ENEA ACCORDING TO GENERAL SPECIFICATIONS IN ORDER TO GET A EUROPEAN PERSPECTIVE OF THE ENERGY-ENVIRONMENT PROBLEM.
Italy is geographically delimited by the barrier of the Alps and the Appennines and is well protected against air masses coming from North Europe although unusual wind patterns can bring pollutants from the South, West and East. Since wind direction is strictly connected with the transport of pollutants, a wind field construction has been performed by elaborating the data of the national network of meteorological stations on seasonal basis, at ground level and at an altitude equivalent to 850 mb.
The big increase of cement production and the need of fossil power plants to satisfy electricity demand will cause an increase in nitous oxide emission, expecially after 2000, so that nitous oxide emission reduction will be the most difficult goal for Italy. In fact, the emission reduction target of 30% of the 1980 level for year 1993, (postulated by the economic Commission for Europe) will be achieved early, but will be very difficult to meet from 2000 on. Sulphur dioxide emission reduction has been achieved in all studied scenarios due to the very high emission level in 1980 which was used as a reference value.
AS A RESULT OF THE RAPID INCREASE IN FOREST DAMAGES IN MID-EUROPE, THE NEED FOR THE REDUCTION OF AIR POLLUTIONS FROM ENERGY CONVERSION AND ENERGY-END-USE TECHNOLOGIES BECAME AN IMPORTANT POLITICAL OBJECTIVE.

AIR POLLUTIONS ARE DISTRIBUTED OVER LARGE DISTANCES PARTLY OVER SEVERAL THOUSAND KILOMETRES CROSSING SEVERAL BORDERS. ALL EUROPEAN COUNTRIES ARE BURDENED BY THE TRANSPORT OF AIR POLLUTIONS FROM OTHER COUNTRIES. THIS EXPLAINS THE REASON WHY ANY MEASURES TO REDUCE ENVIRONMENTAL DAMAGES CAN ONLY BE EFFECTIVE IN AN INTERNATIONAL CONTEXT.

DUE TO THE COMPLEXITY OF THE ENERGY SYSTEM, ITS NUMEROUS INTERRELATIONS AND THE LARGE NUMBER OF TECHNOLOGIES AND MEASURES, WHICH IN PRINCIPLE ARE AVAILABLE TO REDUCE THE AIR POLLUTION EMISSIONS, THE ANALYSIS AND THE IDENTIFICATION OF EFFICIENT EMISSIONS REDUCTION STRATEGIES REQUIRE AN ADEQUATE METHODOLOGICAL INSTRUMENT.
THE EXTENSION OF THE EXISTING EFOM 12C MODEL THAT DESCRIBES THE ENERGY SYSTEMS IN THE DIFFERENT EC COUNTRIES IN A VERY DETAILED FORM SEEMS TO BE A PROMISING STARTING POINT FOR THE ANALYSIS OF THE FOLLOWING PROBLEMS AND QUESTIONS :

-THE FUTURE DEVELOPMENT OF AIR POLLUTION EMISSIONS.
-IMPACT OF FURTHER IMPROVEMENT OF ENERGY EFFICIENCY AND OF A POSSIBLE INCREASE OF THE MARKET SHARE FOR SOLID FUELS.
-EFFECT OF EMISSION REDUCTION MEASURES AND POLICIES.
-COST-OPTIMAL EMISSION REDUCTION STRATEGIES.
-WASTE MANAGEMENT FOR THE FOLLOW-UP PRODUCTS.
-CONTRIBUTION OF INTERREGIONAL MEASURES.
