DEVELOPMENT AND APPLICATION OF THE HERMES MODEL FOR GERMANY

Objective

THE DEVELOPMENT OF THE HERMES-GERMANY MODEL IS AN ESSENTIAL PART OF THE HERMES PROJECT. AT A SECTORAL LEVEL, THE GERMAN ECONOMY WILL, BECAUSE OF ITS ECONOMIC STRENGTH, HAVE A DECISIVE EFFECT ON THE RESULTS OBTAINED WITH THE HERMES MODEL FOR THE OTHER COMMUNITY COUNTRIES.

THE CONTRACT WILL ENABLE THE GERMAN TEAM TO CARRY OUT SECTORAL ANALYSES REGARDING THE INTERNAL MARKET, THESE STUDIES BEING UNIQUE IN EUROPE DUE TO THE ABSENCE OF OTHER EUROPEAN SECTORAL MODELS. THE ACTIVITY WILL BE USEFUL ABOVE ALL FOR DG II, DG III AND DG XVII OF THE COMMISSION.

LASTLY, AS RESULT OF THE CONTRACT THE EUROPEAN NETWORK OF HERMES TEAMS WILL BE FULLY EQUIPPED WITH A SINGLE TYPE OF SOFTWARE, WHICH WILL ENABLE THE COMMISSION TO WORK MORE RAPIDLY AND MORE EFFICIENTLY AND TO INTRODUCE A COMPUTERIZED SYSTEM OF INTERNATIONAL LINKS.

THE WORK CONSISTS OF TRANSFERRING THE HERMES MODEL FOR GERMANY TO THE CONTRACTOR'S COMPUTERS, FAMILIARIZATION WITH THE MODEL AND THE ASSOCIATED SOFTWARE AND CARRYING OUT ENERGY AND ECONOMIC STUDIES ON GERMANY. THE CONTRACTOR WILL ALSO VALIDATE THE EQUATIONS AND RESULTS OF THE MODEL OBTAINED BY THE COMMISSION AND, IN PARTICULAR, THE RESULTS OF THE GERMAN MODEL WHEN HE IS CONNECTED TO THE HERMES MODELS OF THE OTHER COMMUNITY COUNTRIES.

LASTLY, THE CONTRACTOR WILL VALIDATE AND UPDATE TO 1987 THE MODEL DATABASE AND CALCULATE THE MULTIPLIERS.

FOR THIS WORK, HE WILL USE THE COMPUTER EQUIPMENT (HARDWARE AND SOFTWARE) RECOMMENDED BY THE COMMISSION.
