Joint implementation for international emissions reduction through electricity companies in the european union and in the central and eastern european countries ('JOINT')

Objective

Joint Implementation (JI) has been defined in the Kyoto Protocol as one of the major 'flexible mechanisms' by which to tackle issues of climate change under the United Nations Framework Convention on Climate Change (UNFCCC). The primary challenge to initiate Joint Implementation at present is the lack of well-defined framework, either at an international or a national level, by which to identify and invest in qualified projects. The proposed project will bring electricity & CHP companies from Norway & the EU whit the five Accession States of Central & Eastern Europe to identify projects, set out the necessary framework for JI, undertake baselines, develop feasibility & marketing studies, & develop the financial framework for JI. Key government & NGO stakeholders will be involved at all stages to ensure all steps are in place for JI to be undertaken.
