Objective
Within the ExternE project series funded by the EC a methodology for assessing external costs of energy use has been developed which is widely accepted and used. During the last years a number of improvements have been made, of which many of the users are not aware. The main objective of this proposal is a harmonisation and - as far as possible - agreement on the currently best way to estimate external costs; and the dissemination of this harmonised methodology. The major sources for discussion and uncertainty - dose-response functions and monetary values - will be discussed with the major experts in these fields to come to conclusions on which functions/values to use according to current best knowledge. Furthermore the methodology and the results will be made more widely known to stakeholders and policy makers and a forum for discussions will be provided. Methodology/results and the computer tool ECOSENSE will be accessible via internet.
