Objective
To improve the effectiveness of research and modelling for environmental monitoring within the disciplines of photogrammetry and radargrammetry, and to allow participants to acquire a better perspective of the European needs in this matter.
Supported by recent research advancements, photogrammetry and radargrammetry have established themselves
as key methodologies for monitoring the environment, as they can provide an abundance of data (practically
limited only by computer storage and processing capabilities) and unmatched updating possibilities. In addition
to sharing objectives, photogrammetry and radargrammetry are quite compatible and therefore can both benefit
from mutual cooperation.
In this context, the concerted action is focused on the use of radar and electro-optical sensors for: digital
elevation model (DEM) generation; geocoded image production; and land use classification. These three pieces
of information are, together, vital tools for environmental and land system monitoring and management (e.g.
within geographic information systems) as they provide accurate quantitative and qualitative descriptions of the
environment and the effects on it of human or natural intervention (e.g. urban development, flooding, landslides,
erosion etc.). This multi-disciplinary partnership combines the expertise of leading research institutions in
photogrammetry and radargrammetry, associated through the pursuit of common objectives and the sharing of
compatible methodologies. The coordination of activities among the partners will identify the optimal way in
which these two complementing techniques can be combined, by directly:
-comparing their performance in terms of accuracy, involved processing and robustness, and evaluating
with respect to the broader European needs;
-investigating their synergetic use within an integrated multi-scale geographic information system;
-identifying the potential for transferring methodologies among them, to optimise the performance of
each one separately, and of both of them together in a mutually supportive manner.
In so doing, the partners will: evaluate the state-of-the-art; evaluate the current European needs and the degree
to which they are met by currently available technology; and will develop new methodologies employing
photogrammetry and radargrammetry in a synergistic manner.
