Objective The goal is to illuminate the process by which controversial installations with major environmental risks are presented to the public and appraised.OBJECTIVES : The goal is to illuminate the process by which controversial installations with major environmental risks are presented to the public and appraised. DESCRIPTION : The project contains an analysis of the process by which the health hazards due to air and water pollution are quantified and communicated. Six case studies set at an early stage in the authorization procedure are selected. Contingent valuation and other surveys of the decision makers and of the public allow an assessment of the valuations and preferences of the various stakeholders in the proposed development. One feature of the approach is that a real time input into the decision process can take place. The work seeks to link an "objective" quantification of impacts and risks, with their "subjective" valuation by the population. The focus is on communication: communication of the fears and concerns of the public to the scientists undertaking impact assessments, and the communication of the estimated impacts and risks to the population. The results should lead to improved methods for the quantification of environmental damages and costs. These are key inputs to any authorization procedure and allow the improved communication and management of environmental risks, particularly where no safe threshold for emissions beyond background levels currently exists. Progress in this field will enable a more rational and efficient allocation of societal resources for protection from such risks.
