Small Plants - Assistance with Safety and Environment

Objetivo

The objective of this project is to develop SHE (Safety, Health and Environment) management methods applicable to small plants; it may also propose changes to the exisiting legislation.

The project is aimed at greatly improving the efficiency and effectiveness of small chemical process plants in complying with requirements for Safety, Health and Environment (SHE) management. In 1990, 92% of chemical process plants employed less than 100 people; 77% employed less than 20 people. Such small numbers of personnel imply very limited financial and technical resources. Indeed, it is quite common for plants at the lower end of the range to have only two people with any sort of technical qualification: a chemist and a maintenance person. In such cases, the ability of the staff to perform SHE audits, along the lines suggested in various industry publications, is extremely difficult and time consuming. Furthermore, small plants often lack the financial resources either to implement comprehensive SHE management plans or to introduce necessary safety equipment.
This project will result in three exploitable items to assist the development of SHE management methods applicable to small plants. These will be a methodology for SHE assurance in small plants, a major report on the SHE problems afflicting small plants, and a design for a computer-based system to support the developed methodology. Although the scope of the project precludes the involvement of divisions of large organisations, the methods developed will also be applicable to these.
