Earth observation for Natura 2000

Objective



The objective of the EON 2000 project is to develop a pilot system to analyse Earth Observation data of important natural habitats in order to provide information to customers regarding their conservation status. The system will be based upon a common Furopean methodology for habitat monitoring and will use a pilot GIS monitoring system. Information will be distributed to customers using CEO services.
The EU Council Directive 92/43 established the Natura 2000 concept which requires Member States to monitor the conservation status of natural habitats. The EON 2000 project aims to provide support to the national conservation agencies responsible for the implementation of this Directive. These customers have, to date, identified priority areas for assistance:
- support for surveillance of the conservation status of habitats in Natura2000 (article 11)
- evaluation of the impact of the conservation measures undertaken for SpecialAreas of Conservation (article 17)
In addition, the project will encourage customers to discuss the Directive requirements and reach a common understanding.
The project involves a partnership of organizations from the United Kingdom, Austria and Finalnd. The project will be co-ordinated by the National Remote Sensing Centre UK Limited (NRSC) under ISO 9001 Quality Assurance Standards. The partnership is a balanced composition, comprising academic organization (University of Joensuu), a large commercial organization (NRSC), an SME (Geospace) and a customer (Scottish Natural Heritage). Active customer support has also been pledged from all the Member States involved. A single generic system is to be jointly developed by all participating organizations, thus avoiding duplication of effort and ensuring a costeffective project. The project will consist of nine work packages implemented over a three year period:
- Project management and co-ordination (WP 1000)
- Assessment of customer requirements (WP 2000)
- Methodological research (WP 3000)
- System design in line with customer requirements (hP 4000) - System implementation, validation and data collection (WP 5000 - 7000) - Pre-operational demonstration and testing in collaboration with customers(WP 8000)
- Information dissemination (WP 9000)
The organization of workships involving all partners, customers, potential customers and Commission representatives will aid the dissemination of information and the integration of further customers; as will the use of CEO services.
