Objective
The purpose of this project is to develop a scientific basis for the improvement of the legal instruments of the EC taking more intensely into consideration environmental features in agriculture in the alpine region and other european mountai areas. Both, legal instruments with immediate impact on agriculture (as a result of the politics in agriculture and structural and regional planning) and instruments of environmental politics with mediate impact on agriculture shall be taken into consideration. This results from a comparison between parts of the alpine reoion of the EC and Switzerland, who, due to its neutral status, is not exposed to the legal means by the EC and, therefore, can be referred to as an independent region.
First, the agriculture of the alpine region will be classified according to its natural and socio-economical features. To achieve this, there has to be established a representative set of different types of agricultural structures by taking into consideration the methodes of regional classification on the basis of structural and environmental data.
Then, objectives for the usaae and arrangement of alpine aariculture will be developed according to mostly politically motivated features based on international and political polls.
Finally, there will be a aualification and descriotion of theleaal instruments of the EC and Switzerland that have effects on agriculture and environment. Furthermore, there will be an analysis of their mutual effects.
One of the main topics of this project is the evaluation of the legal instruments that are well checked in respect to enforcement, achievement, and effects.
In the end, different proposals for legal instruments of the EC will be developed - instruments and means that are suited to achieve lono lastina effects.
