Design of a frame work for producing and providing earth observation based information services for forest fires management at European and local levels

CONTROL-FIRE-SAT SUMMARY Forest fire management is a basic environmental activity with a big econornic and global climatic impact. In the southern Mediterranean countries is observed a high increase in the number and magnitude of the fires. Administration bodies expend large sums of money every year for planning and distributing the vigilance and extinction resources, but rarely they rely on space information. This project is addressed to introduce satellite information in the regular internal use of such management entities. To achieve this goal the proposal define a multinational and pre-operational scenario, progressively refined along two sumrner seasons, with real users involved in the partnership. Starting from a careful analysis of the present needs of the users and their associated internal decision making processes, three regular EO derived information products will be initially established and tested. Technical steps are based on AVHRR data. Their conversion to information are proved methodologies coming from another Environment and Climate Project denominated MEGAFlReS. Nonetheless, some complementary research activities have been foreseen in order to reach better results. At the same time, research partners will define scientific and technical standards so that defined EO product may become pre-operational EO services. Production environment is designed upon daily updated information. The task will use direct receiving, processing and disseminating facilities inside the consortium. The evaluation of the EO impacts in the activities of the users will be done independently from the production partners, to get unbiased estimations and the right path to future operational products. Finally, a consistent dissemination plan of the results has been planned in order to widen the commercial market for the application, mutually beneficial tor the CEO enabling services and the consortium. The multinational and balanced partnership is formed by experienced commercial RS companies, research entities and potential future regular customers of space intormation. The co-ordination and the management has been assigned to an experienced RS commercial company that has participated actively in the previous phases of CEO project. The total etfort of the project are 269 man/month and the economic contribution requested from the Commission is 1,38 MECU.
